Residents of the “Kika 1” building, in the Paris Municipality area of Tirana, have protested against the construction company “TDT & PARTNERS” sh.pk, with owners Glendi Abdi, Dajlan Avdia and administrator Klejdi Ngjela, accusing it of illegally using the complex’s private road for the passage of heavy construction vehicles. According to the residents, the use of the road is causing traffic congestion, damage to infrastructure and ongoing concerns for the community.
Residents accuse the company of acting as if the road to the complex is part of its construction site, while according to them it is property that serves residents for entry and exit and access to parking lots. They say the passage of heavy vehicles is disrupting the normal use of the property and creating a danger for residents, vehicles and emergency vehicles.
The clash between the residents and the company has already reached legal channels. The residents and co-owners of the complex have filed a criminal complaint against the administrator of "TDT & PARTNERS", Klejdi Ngjela, against the company as a legal entity, as well as against the directors and other responsible persons who may be identified during the investigation.
In the criminal complaint, the residents claim that the area through which the heavy vehicles pass is not a public road, but part of the common property and functional space of the complex. They say that the company has not been presented with any title deed, registered easement, agreement with co-owners or court decision that would authorize the use of this road.
The complaint documentation requests an urgent inspection of the site, verification of ownership and any legal title the company may have for the use of the road, as well as a full inspection of the construction permit file and site documentation. The residents also request the identification of the persons who ordered or organized the entry of heavy vehicles and expertise to determine the boundaries of the property, the potential damage and the risk created.
The conflict has taken on significant proportions, as a petition dated August 31, 2026, signed by 130 residents, was addressed to the responsible authorities. Residents have requested the intervention of institutions to stop the use of the road without a clear legal basis and to avoid escalating the conflict.
In their documentation, they have also submitted a letter from the Tirana South Local Directorate of the Albanian Civil Service Commission, dated August 21, 2026, along with the property card and a fragment of the cadastral map, which according to them support the claim that this is a functional area of the complex.
The ball is now in the court of the institutions, which must determine whether or not “TDT & PARTNERS” has the legal right to use this space for construction activities. In the meantime, the residents say they will not back down and will continue the battle for what they consider their common property.
