Adriatik Lapaj in an interview on the show "This Week" on News24 explained the proposed draft, also focusing on pre-election coalitions.
During the interview, he emphasized that it is the electoral threshold, while adding that the draft is based on a national proportional system with an electoral zone with a 4% threshold with pre-election coalitions and reform of the CEAZ.
"The political dialogue forum led by Mr. Hasimja has been out for several months and is engaged in creating cohesion in the opposition. They have held several round tables where we have not been, because we have not judged that there was anything concrete. We have written and proposed our draft, this does not mean that it is exclusive to others, everyone can submit their own draft. The draft that we have submitted to the DP has been agreed upon, at least so far. The draft is based on a national proportional system with an electoral zone with a 4% threshold with pre-election coalitions and reform of the CEAZ. The change to the Electoral Code that we propose is also the recognition of classic pre-election coalitions like those that existed before the recent changes. The draft that we have proposed is based on an electoral zone, which means the whole of Albania, so even for 140 deputies not 100. So 140 candidates on the list competing throughout Albania. What we have proposed is not that we have decided, we think "There are three variants, a party competes alone and thinks it will pass the 4% threshold, the second variant is that new parties can form a coalition and the third variant is that the entire opposition forms a coalition. And the 4% threshold is when you are the only party and if you form a coalition within the coalition you do not have to pass 4%, it is enough for the coalition to pass so the threshold is not required. Your candidates will have to have received the number of votes to pass on the open list", he said.
