This video is the moment when 18-year-old Arvin Fregjaj injures 32-year-old Vildan Këpeca inside the polyclinic in Shkodra.

Police have arrested the young man Fregjaj after this conflict. Officers also arrested the 18-year-old's father, citizen Agron Mehmetaj, for allegedly collaborating in this injury. The 18-year-old is accused of "intentional murder", attempted, committed in collaboration, "unauthorized possession of a cold weapon" and "disturbing public peace", while his father is accused of "intentional murder", attempted, committed in collaboration.

The incident occurred at around 11:30 and, according to investigations, the conflict started for weak motives related to the queue at the polyclinic. After injuring his brother, 41-year-old Arben Kepëca took a pistol with a cartridge in the chamber and set off on foot with the intention of finding the suspected perpetrator. The police, informed in time, intervened immediately and managed to stop him before the conflict escalated into an even more serious incident.

During the intervention, the 41-year-old attempted to flee and threw the firearm, but was neutralized and arrested in flagrante delicto. The pistol and combat ammunition were seized as material evidence.
