Federal Police arrested on Thursday (December 11) Manuel Augusto Blacker Miller, 80, former Peruvian Foreign Minister in Alberto Fujimori's government during the 1990s, in the southern area of Rio de Janeiro.
The arrested man was on the Interpol Red Notice list. Blacker Miller had been on the run for seven years and was wanted on suspicion of involvement in a financial fraud in Albania. He always denied the crime.
The arrest was carried out in the Flamengo neighborhood, by agents of the Federal Police's International Cooperation Unit.
According to Albanian authorities, he committed the crime of fraud, for which he must serve an eight-year prison sentence, during the period he lived in the country after leaving his position in the Peruvian government.
The former minister will be transferred to the state prison system. The Federal Police action fulfilled the preventive arrest warrant issued for extradition purposes by the Federal Supreme Court. He will remain in custody until his final extradition to Albania.
The alleged fraud committed by Miller involves irregularities in the construction of an incinerator intended for burning waste in an Albanian city. According to investigations by local police, he is suspected of promising an investment that he did not fulfill.
Miller was a minister during Alberto Fujimori's government in 1991. He had already been sentenced to four years in prison in Peru in November 2007. At the time, the country's courts also convicted nine other former ministers from Fujimori's government. The charge is that they helped organize a coup in 1992. But the former minister moved to Albania, where he lived for five years and became the main shareholder of an Albanian company.
