The British colonel and diplomat made a great contribution to the freedom and independence of Albania. The Chargé d'Affaires of the British Embassy in Tirana, Julia Sutherland, praised his role.

“Colonel Herbert believed deeply in the right of nations to self-determination and dignity. At a time when Albania’s voice was fragile, he gave his, guided not by interest, but by conviction and compassion. His legacy reminds us that diplomacy is not just the art of negotiation, but the act of understanding, of standing by others in the pursuit of their freedom and identity,” said Sutherland.

As a defender of the Albanian cause at the Ambassadors' Conference in London, Herbert and the foundation that bore his name have also left their mark on the city of Kavaja. The mayor spoke in appreciation of his figure.

"Next year we will have the 100th anniversary of the school and we will also remember the figure of Herbert and his extraordinary contribution to Qerret in Kavaja," said Fisnik Qosja.

While he died at a young age, his mission was continued by his mother, Lady Carnavon. Historians and researchers have noted that mother and son helped Albanians and refugees from Kosovo at different times. “He hosted the Albanian delegation at the London Conference, hosted Ismail Qemali and Isa Boletini. He hosted them and set up the committee that lobbied for Albanian independence in London. Since he died young, his mother, Lady Carnavon, established a foundation in her son's name and had a lot of funds to build schools and hospitals in several cities in Albania,” said researcher Bejtullah Destani.
