The DP denounces the case of Arben Kalemaj, a sick citizen from Elbasan who lives on around 50 euros in economic assistance per month and has been fined 10 thousand lek by the Elbasan Regional Water Supply and Sewerage Company.
The spokesperson for Anti-Corruption in the Democratic Party, Genta Vangjeli, denounces that administrator Luan Tabaku signed the notice of the fine on July 7, claiming that Kalemaj had interfered with the network with a flexible pipe.
Kalemaj denies the intervention and states that on July 4, after communicating with Mayor Gledian Llatja, an operator sent by the municipality intervened to restore the water supply to his apartment.
The DP demands the immediate verification of the case and the cancellation of the administrative measure, describing the treatment of the citizen as unfair and discriminatory towards a family in economic difficulty.

Arben Kalemaj, the sick citizen, who lives on only about 50 euros in economic assistance per month, was once again forced to come from Elbasan to denounce the actions of the Elbasan Regional Water and Sewerage Company.

On July 7, 2026, administrator Luan Tabaku signed the notice imposing the fine on Kalemaj's apartment.

Attached to this notice is the act of determination and the fine sheet that requires the subscriber to pay the obligation of 10 thousand lek due to the interference in the network with a flexible pipe. Failure to pay will result in the interruption of the water supply.

On the other hand, Kalemaj explains that not only did he and his family members not interfere with the network, but it was the mayor of Elbasan, Gledian Llatja, who, on July 4, after communicating with Arben, promised to solve his problem within the same day, and that is what happened.

The complainant testifies that on July 4, Llatja sent a field operator who intervened by connecting the water to restore the supply to the apartment.

The DP demands that the Elbasan Regional Water Supply and Sewerage Company immediately verify the circumstances and cancel the administrative measure.

No family should be treated this way just because they are poor and unable to protect themselves.

This is why change is no longer a political choice, but a necessity for returning the state to the service of citizens.
