The former socialist mayor of Kavaja, Elvis Roshi, who is now officially a defendant, appeared before SPAK today.
Roshi was charged with "abuse of office," following a report made by the Supreme State Audit Office regarding irregularities in tenders during his period at the head of the Municipality of Kavaja.
In September 2015, Roshi was reported to the Kavaja Prosecutor's Office along with 10 other officials, after it was suspected that they had caused economic damage of 33 million lek in connection with tenders for the reconstruction of the city center and the construction of various roads. These irregularities were discovered during an audit conducted by the Supreme Audit Office for the period January 2013-December 2014, where violations were identified in 12 tenders mainly for reconstructions, connecting roads and planting of ornamental trees. In some cases, unfair practices were found in the evaluation of bids, excluding operators with the lowest bids for unfair reasons.
Also, on May 17, SPAK seized Roshi's mobile phone and conducted personal searches on him, investigating him for suspicions of corruption in the May 11 elections, where he was involved in the campaign for his cousin, Elton Roshi, who was running for the PD-ADSHM in Kavaja.
