Bakeries and pastry shops for about 2 weeks, namely from May 7 to 20, will fill out the form distributed by the Universal Service Provider (FSHU) for the specific conditions of which electricity band they are included in.

The completion of the form precedes the implementation of the decision of the Energy Regulatory Entity (ERE) on the division of the price of electricity into 3 bands, according to the categorization of bread production businesses.

The Association of Breads, Pastries and Pastries announced that every facility from May 7 to 20 will fill out a form according to the specific conditions in which category the subject is included.

"FSHU will verify the concrete condition of bakeries and pastry shops with working groups, from May 7-20. This will be the first step for the implementation of this decision of ERE No. 72 dated 15/04/2024", the association claims.

The new billings that will be carried out starting May 1, 2024 until December 31, 2024 will be applied according to the new prices for bread producers. After the establishment of a working group and continuous consultations, the Association of Bread, Pastries and Doughs and MIE of OSHEE Group, have agreed on three different prices according to the type of activity that the subject has.

In the decision approved by ERE for the first category, which includes "Only bakeries/flour production", the price of electricity will be 7.6 ALL/kWh. For the second category "Bakery, accompanying flour products, pastry shop" the price will be 9,5 ALL/kWh and for the third category "Bakery, accompanying flour products, pastry shop, coffee service" the price will be 12 ALL/kWh .

Currently, only bread and flour production ovens for 0.4 kv voltage have to pay a subsidized rate of 7.6 ALL/kWh set by ERE since 2018.

While for businesses connected to 0.4 kV voltage, the energy fee is 14 Lek per kWh. But despite the previous decision, currently all the bakeries in the country, regardless of the services they offered as pastry shops or coffee bars, bought energy for 7.6 Lek.

The decision on the categorization of 3 electricity prices

FSHU sh.a., in the request for determining the electricity sales price for the entities "Bakery and/or flour production" connected at the 0.4 kV voltage level, has proposed a new categorization of these entities as follows :

Category I, which includes entities that benefit from the price of 7.6 ALL/kWh of electricity.

To benefit from this fee, subjects must have:

  1. License for production and trading of bread with a special dedicated or Secondary NIPT.
  2. The production or trading environment should be separate, with a separate exit and separated from other environments.
  3. The following must be the necessary equipment: Arrival room, kneader with a capacity of over 50 kg, working refrigeration equipment, bread cutting machine, lighting system, ventilation, air conditioning, as well as other auxiliary equipment for the production and marketing of bread.

Category II, which includes entities that benefit from the price of 9.5 ALL/kWh of electricity.

To benefit from this fee, subjects must have:

  1. The license must be: production and marketing of bread, dough and pastry.
  2. In the production and trading premises, there must be the following necessary equipment: Arrival room, kneader with a capacity of over 50 kg, working refrigeration equipment, bread cutting machine, lighting system, ventilation, air conditioning, as well as other auxiliary equipment for the production and trading of bread .
  3. In its premises there may be other equipment for the production, storage and marketing of all its products, pastry and dough, such as: working refrigeration equipment, freezers and coolers, mixers, abatitors, sfoliatrices, other pastry equipment, counters (exhibitor), coolers, freezers, heaters for marketing only own products, bread, pastry and dough.

– Category III, entities that benefit from the price of 12 ALL/kWh of electricity.

To benefit from this fee, subjects must have:

  1. This award will benefit all those entities that in their premises produce and sell: bread, pastry and dough products.
  2. It must have the relevant equipment installed, such as: Arrival room, dough matrice with a capacity of over 50 kg, working refrigeration equipment, bread cutting machine, lighting system, ventilation, air conditioning, as well as other auxiliary equipment for the production and marketing of bread.
  3. In its premises, there may be other equipment for the production, storage and marketing of all its products, pastry and dough, such as: working refrigeration equipment, freezers and coolers, mixers, abatitors, peelers, other pastry equipment, counters (exhibitors), coolers, freezers, heaters for trading only own products, bread, pastry and dough.
  4. Bar-Cafe service and self-service food can also be included in these premises./Monitor
