In an interview on the show "This Week" IN News24, Adelina Farici from the National Association of Municipalities of Albania, commented on the Territorial Reform, without focusing on the situation in rural areas.

During the interview, she emphasized that there are improvements in services, but there are still some that do not meet the expectations of citizens. Farici also emphasized that it is very important to focus on competencies, finances, as well as the administrative part.

"I think there are improvements in services, but they are not up to the expectations of citizens. If we are going to get lighting or cleaning, it is offered in rural areas that were once not offered at all. But if we are going to get social services, it is improved, but again it is not at the right level because every municipality should have a residential center for people in need, abused or disabled. That is why I said we should have minimum national standards and then we can talk about who meets these standards and who does not. As for the debt, many municipalities have paid off their debt 100% on their own. The government has only given it to municipalities that are unable to generate income. This also comes as a result of the fact that the territorial administrative reform needs to be reviewed. We need to look at how the income of these municipalities can be increased, if the merger of this municipality with another territory that generates income could make a difference. We need to focus on competencies, finances and the administrative part, to address the problems in this regard, and then this "It leads to the Territorial part. We say that rural areas have no representation, but not every administrative unit, as it used to, has representation in the Municipal Council," said Farici, among other things.
