“On guaranteeing the use of the Albanian language in public institutions in North Macedonia”

Tirana, April 10, 2026

The Albanian Nationwide Economic Forum (FEMSH), as a platform that promotes economic development, social cohesion and the strengthening of institutions in the Albanian space, believes that stability and sustainable development are built on the fair and equitable functioning of public institutions.

In this context, FEMSH closely follows recent developments related to the use of the Albanian language in public institutions in North Macedonia, as well as concerns raised in relation to equal access to education, justice and public services for Albanians. FEMSH emphasizes that the right to use the Albanian language stems directly from the constitutional order of the state and constitutes a fundamental element of the principles of equality, non-discrimination and the democratic functioning of institutions.

Any restriction or non-implementation of this right violates the standards of a democratic society and negatively affects citizens' trust in institutions and institutional stability. The effective use of the Albanian language in administration, education and justice is not a formal matter, but an essential condition for the provision of quality services, equal inclusion and the normal functioning of the state.

FEMSH estimates that:

• Full and consistent implementation of the legal framework is a prerequisite for the functioning of institutions.

• European standards require not only formal recognition of rights, but their real implementation.

• Institutional and professional dialogue is the most effective way to address socially sensitive issues.

FEMSH emphasizes that sustainable economic and institutional development requires not only a legal framework, but above all real implementation and equal standards for all.

Guaranteeing the use of the Albanian language in public institutions in North Macedonia represents an essential element of this standard, directly contributing to strengthening trust, social cohesion and the functioning of a modern, inclusive and future-oriented state.

FEMSH remains committed to supporting this vision in a sustainable and institutional manner throughout the entire Albanian space.
