The Tirana Municipal Council has decided to provide immediate financial assistance to families and individuals affected by the fire of April 14, 2026, which engulfed a building on Dibra Street, near the QSUT.

The proposal was submitted with the aim of providing temporary housing for residents damaged by the fire.

According to the approved draft decision, beneficiary families will receive monthly financial assistance in the amount of 40 thousand lek, which will be provided until the final settlement in the reconstructed apartments.

The decision stipulates that beneficiaries must submit relevant documentation to the administrative units where they are registered, including an identification document, family certificate, ownership documents for the damaged apartment, as well as a declaration of the authenticity of the data. A certificate from the State Cadastre Agency is also required proving that adult family members do not own another apartment in the same local unit.

Administrative units will be tasked with verifying the documentation and compiling a list of beneficiaries, which will then be forwarded to the relevant structures for approval and execution of payments.

The financial assistance will be monitored monthly and will be discontinued once the families are finally settled in the reconstructed apartments. In cases where unfair advantage is found, procedures will be initiated to return the amounts received.

The financial effects of this decision will be borne by the Tirana Municipality budget for 2026, within the framework of the fire protection and civil protection program.

Meanwhile, the General Directorate of Civil Protection and Citizen Services will report every three months to the Municipal Council on the list of beneficiaries and the progress of the implementation of this decision.
