The glass building of SPAK was the most visited building by politicians of the left and right throughout 2025, with some of them ending up in handcuffs or being taken into custody, while others gave explanations for suspected corruption affairs. The request for a warrant for the arrest of Deputy Prime Minister and Minister of Infrastructure and Energy Belinda Balluku, who is accused of fixing tenders worth tens of millions of euros, and the arrest of the Mayor of Tirana, Erjon Veliaj, on 13 criminal charges, 9 of which for corruption, are two of the most important files that SPAK investigated throughout 2025 in terms of investigating corruption among senior officials.

The investigations into the government's number two culminated in October, when she was officially named as a defendant in the 190 million euro tender for the construction of the Llogara tunnel, and was followed by the imposition of two security measures against her: suspension from office and a ban on leaving the country. The decision of the constitutional court to temporarily reinstate Balluku led SPAK to address the Parliament and demand her arrest. The Balluku case also marked the first clash between SPAK and the majority, a conflict that will likely deepen throughout the first months of 2026.

Another SPAK file that certainly caused strong shocks in the ranks of the majority was the arrest of Mayor Erion Veliaj in his office on February 10. Veliaj continues to be held in detention, while his file, where the defendant is also his wife Ajola Xoxa, former MP Klotilda Bushka, and 27 other defendants, is currently being reviewed in a preliminary session at the Special Court.

Former Prime Minister Sali Berisha, who is being tried on corruption charges related to the Partizani file, made his appearance at SPAK in implementation of the mandatory reporting measure.

In all cases, he made strong accusations against the former head of SPAK and insisted that the Special Prosecution Office serves Edi Rama. Former President Ilir Meta, who has been in detention since October 2024, continued his confrontation with justice throughout 2025.

Currently, the criminal file of him, his ex-wife and three other associates is being reviewed in a preliminary session. Former Minister of Health, Ilir Beqaj, also continued his battle with justice for two files, the one of the sterilization affair and the abuse of funds of the SASPAK agency. Former Socialist MP Jurgis Çyrbja, who is serving his sentence in Durrës prison, also faced justice. But unlike the latter, former Minister Lefter Koka regained his freedom on parole.

Arben Ahmetaj, former deputy prime minister, is still under investigation, even though he lives in Switzerland and is awaiting political asylum status.

Former Foreign Minister Olta Xhaçka and MP Damian Gjiknuri were seen at the doors of SPAK during 2025.

Former DP leader Lulzim Basha, former president Bamir Topi, Sali Berisha and Ilir Meta also provided explanations for the January 21 file, where 4 citizens were killed during the opposition protest 15 years ago.

The criminal group operating in the national information society agency was hit in mid-December, with businessmen Ergys Agasi and Ermal Beqiri being declared wanted, while Mirlinda Karçanaj and her deputy were sent under house arrest, another sensational case that concluded in 2025.

SPAK was the focus of politics and media throughout the year, and the glass building will likely be in the spotlight throughout 2026.
