Journalist Ferdinand Dervishi, invited to the show "This Week" on News24, has spoken about the AKSHI file and SPAK's investigations into this institution, raising strong accusations of massive financial abuse, clientelistic connections and a serious risk to the security of state data.

According to Dervishi, the National Agency for the Information Society (AKSHI) has functioned for years as a structure controlled by the family circle and people close to the prime minister. "AKSHI was the backyard of the Rama family. Rama's baxhanaku was there," the journalist declared.

He mentioned the name of businessman Gerond Meçe, who according to him is said to have not "divided the share well", which led to the intervention of Ergys Agas. "Ergys Agas comes and says: I divide the share well, I even double the tender. This is how AKSHI has functioned", said Dervishi.

The journalist emphasized that from 2019 to 2025, the AKSHI has distributed tenders worth over 700 million euros, while the program planned for 2026 brings this figure to over 750 million euros. “This is double the alleged abuses with incinerators,” said Dervishi, adding that the profit from these tenders was about 50 percent. “If you get a tender for 10 million euros, half is profit. Out of 700 million euros, about 350 million are profits,” he emphasized.

According to Dervishi, the management of these funds was recently taken over by Ergys Agasi, who, according to statements, had promised greater distribution of benefits compared to his predecessors.

The journalist then raised serious concerns about the links between the AKSHI file and previous data security scandals, including the TIMS system. He mentioned the name of Ervina Gjana, director of cyber investigation, as well as another person suspected of participating in the data theft several years ago. “These two people also appear in the AKSHI file, which shows that the same people may have a hand in several scandals,” Dervishi said, adding that Agasi may also be involved in the crackdown on AKSHI.

Dervishi also spoke about Ermal Beqiri, who according to him was the boss of the person arrested in the TIMS case and turns out to be one of the main beneficiaries of the AKSHI tenders. He emphasized that the same person is also related to the individual who was infiltrated from outside state structures and was appointed director of the IT Department in the State Police.

"This is a circus that only happens in banana republics," the journalist said, adding that the same network of people appears to be involved not only in the TIMS case, but also in investigations into database theft in Mortgage and Tax.

In conclusion, Dervishi warned of the existence of a “parallel state,” where a limited group of individuals has access to most of the state’s sensitive information. “These people have collected the most sensitive data of the state and, in addition to the state, also a structured criminal group. There, data can be hidden, changed or manipulated,” he concluded, describing the situation as a major risk to national security.
