The Socialist Party has granted political protection to Belinda Balluku. Ulsi Manja, the Socialist MP and member of the Council of Mandates and Immunity, while presenting the SP report on SPAK's request for authorization to arrest Balluku, said that the conditions for a stricter security measure are not met.

He said that the PS will not authorize her arrest, as there are no additional charges and no concrete evidence that she attempted to destroy evidence, escape, or commit another criminal offense.

The report is expected to be voted on, along with the Democrats' draft seeking approval of SPAK's request for Balluk's arrest, during the March 12 session.

"The risk of evidence tampering was not proven with real facts. But there are considerations that have at their foundation the former function of the minister that Belinda Balluku held. If she tampered with the evidence, there would be a second charge, which is that of tampering with evidence. Meanwhile, there is a procedure for escape. The risk of escape would have to be real, not assumed. Balluku, although she has been aware of the investigations since August, even after she was notified of the charges by SPAK, has traveled abroad several times. She has returned to Albania again in compliance with the security measure and in compliance with the function and criminal proceedings. She has traveled to Bucharest, Athens, Rome and in all cases has returned to Albania, demonstrating proper behavior towards the authorities. She has handed over her means of identification. Even the new identity card, which was issued after the measure was issued, was handed over by her defense as soon as it was received by the MP. You You know that with the card you can move around the region.

The claim that the criminal sanction, the increase in the sanction, hypothetically could lead to escape, falls flat. And this claim does not stand. On the claim of the repetition of the criminal offense, I do not want to dwell here, since the risk requires to be real and not hypothetical. This claim also does not stand. We, as a majority, come to the conclusion that there is no place for granting authorization to replace the personal security measure, that of prohibiting leaving the country with the most severe measure, that of arrest in prison, or at home, provided for by articles 237 and 238 of the Criminal Code of the Constitution," he said.
