The Minister of Public Administration in Montenegro, Marash Dukaj, at the same time a representative of the Albanian Forum led by Nik Gjeloshaj, has reacted harshly to the efforts of pro-Serbian circles to call into question the recognition of Kosovo.
Dukaj's reaction comes after the approval of a declaration by the Zeta Municipal Assembly, symbolically demanding the annulment of the state decision to recognize Kosovo - an act without legal effect, but with weight in the political discourse.
The Albanian minister described this development as an unacceptable interference in state competences and a blow to good neighborly relations.
"This is an attempt to take on powers that do not belong to them and to interfere in good neighborly relations, which are the primary objective of our country," Dukaj stressed.
He underlined that such acts, although without binding force, constitute a serious institutional deviation and are motivated by narrow political interests and geopolitical calculations.
"Instead of working to improve the lives of citizens, we are witnessing efforts to dismantle institutions... for political gains and certain strategies," he said.
In his reaction, Dukaj used direct language, describing the situation as a setback for the country.
“Definitely, and unfortunately – a step backwards in building the European future.”
The initiatives to revoke the recognition of Kosovo are linked to the actions of the pro-Serb Democratic People's Party, led by Milan Knežević. This party, which until a few months ago was part of the governing majority, has moved into opposition after withdrawing support for the government of Prime Minister Milojko Spajić.
Although decisions made at the municipal level have no impact on Montenegro's foreign policy, which is the exclusive competence of central institutions, they are being used to build a political narrative against Kosovo's independence and the country's Euro-Atlantic orientation.
With this reaction, Minister Dukaj, representative of the Albanian Forum in the government, has given a clear message that any attempt to challenge the state's strategic decisions and damage regional relations constitutes a risk to Montenegro's European course.
