The Chairperson of the Audiovisual Media Authority, Armela Krasniqi, reported today to the Parliamentary Committee on Human Rights and Public Information Means regarding the institution's work report last year, where she emphasized that "during 2025, the AMA Board has taken about 110 decisions, while in the last five years over 550 decisions have been approved, over 67% of which with unanimous agreement."
In her speech, Krasniqi said that "this proves a decision-making based on the law, professionalism and institutional responsibility. The totality of these decisions includes 27 decisions to determine the invalidity of licenses/authorizations; 48 decisions to renew licenses; 76 decisions to renew authorizations; 6 decisions to revoke licenses; 7 decisions to revoke authorizations; 2 decisions to grant licenses; 43 decisions to grant authorizations; 17 decisions on various sub-legal acts; 9 decisions to open a competition for free Audio/Audiovisual frequencies".

"The Audiovisual Media Authority has monitored 7 election campaigns, she added, and decisions have been made on 38 fines for content and 44 fines for television piracy, which in total amount to over 80 million lekë."

But how do these decisions stand up when compared to the Court's decisions?

"During the reporting year alone, AMA has won 15 processes in Court and lost only one. In the last five years, out of 49 processes completed in the first instance, 44 have been won by AMA. This means that in approximately 82%, Albanian courts have confirmed AMA's decisions as fair and based on the law," said Krasniqi.

Krasniqi said that "the independence of a regulatory authority is not measured by political statements, nor by perceptions, nor by claims. It is measured by the decisions it makes, by the transparency of its activities, and by the ability to defend those decisions in the face of institutional and judicial control."

According to her, this is not simply a statistical success, but evidence that when AMA has intervened against piracy, when it has taken measures to protect broadcasting standards, or when it has demanded respect for the law in audiovisual content, it has acted on sound legal and professional grounds.
Ultimately, Krasniqi added, the independence of an institution is not proven by how often its decisions withstand the strongest test: the rule of law.

"Independence is not a privilege of institutions. Independence is an obligation to citizens. Independence is proven by the decisions it makes, the pressures it rejects and the interests it refuses to submit to. Independence is earned every day. It is earned when the law is placed over interest. When professionalism is placed over influence. When decision-making is guided by public responsibility and not by momentary calculations. And if there is a way to judge the independence of an institution, it is not what the institution says about itself," Krasniqi emphasized.

Krasniqi stated that "during 2025, the Complaints Council has reviewed 432 complaints, 365 from ordinary citizens. This means that every day of the year a citizen has knocked on the door of the AMA to seek protection of a violated right.
Over 84% of these complaints were filed by citizens themselves. This is not just a number.
It is a clear signal that the public considers the AMA a real protection mechanism and not a distant bureaucratic institution.

Also, 329 program cases were reviewed during 2025. In 106 of them, violations of legal and ethical standards were found, for which the necessary measures were taken according to legal provisions.

In total, over the last 5 years, the AMA has taken 32 decisions with fine sanctions (piracy, content, etc.) and 141 "attention-grabbing" measures.
