Freedom Party MP Erisa Xhixho, in her speech at the plenary session in the Parliament, stated that Ilir Meta was arrested with an order based on an repealed law.
During her speech, Xhixho shared two reports from the People's Advocate as the institution that protects the rights and freedoms of citizens and that has compiled reports with professional expertise for the President of the Freedom Party, who is in political isolation.

I would like to share with you and the public opinion today two reports of the Ombudsman as the institution that protects the rights and freedoms of citizens and has compiled reports with professional expertise for the President of the Freedom Party, who is in political isolation.
The first report, published in August 2025, discusses the blatant procedural and legal violations at the time of the criminal kidnapping in broad daylight of the former head of state, the former prime minister of the country. This report reveals a series of blatant violations that would shock any normal democracy.
1•Ilir Meta was arrested with an order based on an repealed law, which makes the entire procedure legally invalid.
2•He was kidnapped by the Special Operations Force, for which the law clearly stipulates that they act only in cases where the person poses a high social risk, which is not the case of Mr. Meta, the Ombudsman argues. These police officers were wearing masks, without distinctive signs, in personal vehicles, were not equipped with body cameras, were handcuffed, all procedural actions in complete violation of the law "on the wearing and use of the State Police uniform, and the law on the wearing and use by police officers of face masks during police operations", of the by-laws implemented by the police, etc.
The use of force by the police is clearly stated in the report, which is in violation of human dignity and disproportionate and in violation of the Human Rights Convention.
The absurdity that shows how it all worked is the fact that they did not keep any documentation about the escort, to see all the actions taken by the police officers.
•The operational forces that were supposed to fight crime turned into a criminal group themselves, clearly putting themselves at the service of Edi Rama's political revenge.
4•Mr. Meta was not informed of his rights, was not given the opportunity to communicate with his lawyer, was not informed of the court decision or the prosecutor's order, but was forcibly removed, was not provided with dignified treatment and was held for more than 3 hours without being informed of the court decision in police premises. This is in flagrant violation of the European Convention on Human Rights.
•And the most serious: The entire event was staged by television, in real time, on a political order from Prime Minister Rama and implemented by the Minister of Interior and police leaders.
Mr. Meta's case does not meet the minimum requirements for dignified treatment and the entire procedure followed by the police constitutes degrading treatment within the meaning of the jurisprudence of the European Court of Human Rights, says the Ombudsman's report. Mr. Meta was unarmed, did not pose any social danger and has responded to the prosecution in all cases.
The way Mr. Meta was treated proves that this is not a state of law - but a state of gangs.
Second report published in November 2025
The latest report of the People's Advocate officially confirms what the Freedom Party has denounced for more than a year, regarding the flagrant violation of the European Convention on Human Rights, the Constitution and the laws in force, regarding the inhumane treatment of Mr. Meta in the "Jordan Misja" IEPV, where he has been a political prisoner without facts and without criminal evidence, for more than a year.
The entire process is politically orchestrated, accompanied by abuse of power and repressive use of justice institutions.
The report's main findings are shocking:
- The Ombudsman has concluded that limiting Mr. Meta's meetings to only four meetings per month as the minimum provided for in the law, turning it into a rigid standard, without taking into account individual circumstances, his social and political status, constitutes an excessive restriction of the right to family life and the right to organize politically.
The report exposes the practice, which has been in place for years in our prisons, that a person can only hold four meetings per month.

2. Unfairly banning visits by MPs and MEPs, requiring authorizations that are not provided for by law – a flagrant violation of the Constitution and international standards.
The provision in Article 51 of the Law on the Rights of Detainees clearly states that MPs can meet with detainees without the written authorization of the prosecutor.

3. Limiting political communication and preventing contacts with party leaders, without any legal basis, is only the implementation of Edi Rama's political order.

4. Interference and blocking of communication with the media, a serious violation of freedom of expression and transparency.
The media and prisoners should not be in the hands of the prison director or the prosecutor.

b) “The City Council, when procuring, should only accept media that requires access to the Internet. The public can only place orders for the procurement of goods/services for "You are a genius."

The Ombudsman's report clearly states that detainees should have a freer and broader regime for the enjoyment of their rights, also due to the application of the principle of presumption of innocence.
All of these are practices of a repressive state, which uses prisons and justice institutions as a political instrument to build an arbitrary and police regime.
These are the facts that testify to a system that openly violates human rights and operates on the basis of political orders and not on the basis of the law.
The two standards of justice
You can't help but compare the different ways of administering justice to different individuals, in different relationships with power.
Mayor Erion Veliaj is gently escorted by the BKH in a personal vehicle, while Ilir Meta is forcibly kidnapped by masked police officers.
On the other hand, the Deputy Prime Minister, although accused, not only of the theft of the Llogara Tunnel, continues to exercise her duties and has no instrument of resignation or dismissal. Who is destroying the evidence here: Meta, who does not hold a public office, or the Deputy Prime Minister, who is accused of stealing hundreds of millions of euros, has neither dismissal nor resignation, who destroys evidence and intimidates witnesses.
Regarding the Llogara Tunnel affair, where colossal sums of Albanian budget have disappeared, justice is silent. No accompaniment. No pressure. No responsibility.
The way President Ilir Meta was treated: with violence, procedural violations, and total arbitrariness, is a purely political act, officially confirmed by the institution of the Ombudsman.
This is the bitter truth of justice being withheld in Albania.
The question we must ask is: What model of justice are we building?
Let's go to Europe for a moment. In France, former President Nicolas Sarkozy was convicted of a very serious offense, for "criminal organization." But the French police treated him with dignity, in respect for the law and the human figure.
In Israel, Prime Minister Netanyahu is being investigated for serious charges – but at liberty, with guarantees for his rights. Only in Albania, a former President, former Prime Minister, former Speaker of Parliament, is being abducted as a criminal, without a verdict, without law and in violation of human dignity.
The Freedom Party has strongly denounced this criminal kidnapping in SPAK. But what happened? No response, no investigation. And even the head of SPAK himself, in this Assembly, admitted that "the arrest was ugly."
So why isn't it being investigated?
Because the order came from above, from Edi Rama himself, as an act of political revenge.
