The Democratic Party has raised questions about the manner in which the Albanian Development Bank was established, accusing the government of using public funds for projects that, according to it, do not yet have the necessary institutional and strategic foundations.

In a statement to the media, the spokesperson for Anti-Corruption in the Democratic Party, Genta Vangjeli, said that after the approval of the law on the establishment of the bank and the allocation of 1 billion lek as initial capital, the institution continues to lack a clear operating strategy, operational structure or development plan.

According to her, instead of these elements being built by the state administration itself, the government has opened a consultancy procedure worth 3.3 million euros to draft the bank's institutional, strategic and operational framework.

Vangjeli argued that this approach raises doubts about the way public funds are being used, while adding that the Albanian economy is facing numerous challenges, including difficulties for businesses to secure financing and the departure of young people from the country. According to the opposition, the case of the Albanian Development Bank is another example of what it calls a governance model based on propaganda and clientelism, instead of building functional and sustainable institutions for the country's economic development.

The Albanian government is building another expensive propaganda and clientelism mechanism called the 'Albanian Development Bank', while citizens and businesses continue to face high taxes, lack of financing and a ruined economy. After the Parliament approved the law for the creation of the Albanian Development Bank and after the government poured 1 billion lek of Albanians' money as initial capital, today it turns out that the institution still has neither a strategy, nor a functioning model, nor an operational structure, nor a clear development plan.

Instead of these capacities being built by the state itself through institutional expertise, the government has decided to open another multi-million euro tender for consultancy. 3.3 million euros will be spent on a private company, which will design and consolidate the institutional, strategic and operational framework of the Bank. While the propaganda talks about development, the real economy is suffering from a lack of credit, small businesses are closing and young people are leaving Albania.

Albanians have the right to know: Why is a state bank being created without having a strategy and basic structure in place? This is the model of a government that does not build strong institutions, but builds costly propaganda and clientelism schemes with the money of Albanian citizens.
