Former MP Dashamir Shehi, invited to the studio of the show "This Week" in News24, commented on the current political situation in the country, focusing on the governance of Prime Minister Edi Rama, the recent scandals and the debate on constitutional changes.

According to Shehi, Prime Minister Rama is at a point where he no longer has anything to offer citizens in the face of the scandals and, as he put it, the "farce" that is accompanying the government. "Now he needs a new narrative," declared Shehi, adding that whenever Rama mentions constitutional changes, the main goal is to reduce the power of the other party and further concentrate powers in the hands of the majority.

He also touched on the proposals for administrative reform and reducing the number of MPs, emphasizing that the problem is not simply about the number. "He says to reduce the number in Parliament, but the logic is not only the number of MPs. The way MPs are elected matters, and he does not say this," said Shehi, emphasizing that this is the essence of the constitutional debate.

Referring to the constitutional amendments of 2008, the former MP emphasized that they stripped the president of many powers and damaged the balance of powers. According to him, the parliamentary system requires mechanisms of checks and balances, where the president has an interventionist role in certain cases. “The election of the president was invalidated and today the president has become a party soldier,” said Shehi, recalling that previously a 3/5 majority of Parliament was required, which imposed a compromise between the parties.

Shehi accused that these changes were made for personal political interests, at a time when Sali Berisha was prime minister and Edi Rama aimed to come to power, by undermining other institutions. “This is the reactionary essence they have produced,” he stressed.

The former MP also criticized the ideas for creating a Senate, calling them inappropriate for a country with about 2 million inhabitants. "Will they make it a haven for the corrupt and elderly to protect themselves as senators? I'm afraid that's what they want to do and that they will do it," Shehi declared.

In conclusion, he stated that any new constitutional amendment should aim to return to the spirit of the pre-2008 Constitution, guaranteeing a real separation of powers and the healthy functioning of democratic institutions.
