Details have emerged from the inspections carried out by SPAK today as part of the investigation into Belinda Balluku. The Special Anti-Corruption Prosecution Office has carried out inspections in the apartment and office of Arbër Abazi, who also has family ties to Balluku, as he lives with the daughter of the deputy prime minister's aunt.
Journalist Klodiana Lala reports on BalkanWeb that the controls are mainly related to the tender procedures for the lots of the Tirana Ring Road. His name has appeared in Balluk's file for the construction of the Tirana Ring Road. The investigation results that for the construction of the Tirana Outer Ring Road, Lot 7, the winner was declared the joint venture of economic operators 'Alko-Impex General Construction&2T' sh.pk
'Alko-Impex General Construction' is a branch of the company of the same name registered in Kosovo and owned by Kosovar citizen Imer Ademi. The entity also controls the concession company 'Kukur Hydro Energy', with administrator Arbër Abazi.

The 'ALK' company owns 95 percent of the capital of the concession company 'ECO CLEANING', which has its office in the 'Usluga' Complex, built by the same company of former MP Sadri Abazi.
The other company '2T' is owned by businessmen Artan Sako and Dritan Troksi with 50 percent shares each. Communication between Shkurti and Berber continues until noon on September 15, 2021, where she sends him the message 'Loti 2', along with the list of companies that were competing for the Lot 2 Tirana Outer Ring Road tender.

Businessman Bashkim Ulaj's connection to the company 'GENER 2'. The latter turns out to have contracts worth millions with the Ministry of Infrastructure and Energy.
The company 'ED Konstruksion' is owned by Alfred Ibrahimi at a rate of 50 percent. Eduart Ibrahimi owns 40 percent, while Ramadan Ibrahimi and Jorgjie Ibrahimi own 5 percent each. The company 'IDK-KONSTRUKSION (formerly “IDK – KONSTRUKSION”, is owned 100 percent by Barjam Dalipaj.
These facts, as well as the conversations between Minister Balluku and the then head of the Albanian Regional Administration for Transport, Evis Berberi, as well as other evidence obtained during the more than 1-year investigation, have led the investigative group to suspect that they are facing a suspected corruption affair. Led by Belinda Balluku herself in her capacity as Minister of the Ministry of Infrastructure and Energy, who appears to be interested in managing this entire mega-corruption process. Which seems not to be the only one after the Llogara Tunnel tender that was awarded to a consortium of Turkish operators, and for which Balluku is today a defendant by SPAK.
