The Saranda Prosecutor's Office has decided to seize a 6-story hotel called "Oasis", owned by Alqi Papa.

Journalist Klodiana Lala reports that according to investigative sources, the object is suspected to be part of a property procedure related to ongoing investigations, while the seizure decision has been executed by the competent authorities.

At the request of the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Saranda, a 'Preventive Sequestration' measure was imposed for the area measuring 22.9 mx 13.4 mx 3.5 m, built on the terrace of the existing building named "Hotel Oasis", 6 floors in neighborhood no. 1, Saranda Municipality, in the name of citizen AP
From the investigations on criminal proceedings no. 116 of 2026, registered for the criminal offenses of "Illegal construction for profit" and "Abuse of duty" provided for by articles 199/a/4 and 248 of the Criminal Code, from the examination of the works found on the ground, which consist of the erection of the supporting metal structure, the realization of the roofing and the soffit with corrugated iron and concrete layer, the separation of the internal spaces, as well as the completion of the facade and the installation of windows, it results that a new functional construction volume has been created on the existing building.
The construction activities appear to have been carried out gradually, at least from the period before 12.05.2025 and onwards until 31.03.2026, the date on which, during the expert inspection, it was found that the building had reached an advanced stage of completion, including the external facade and the windows on the front.
Despite the fact that the property is registered as land in the ownership certificate, based on the legalization decision, it results that the existing facility is of the socio-economic type (service), and as such, the works ascertained are functionally related to this destination, consuming the elements of the criminal offense "Illegal construction", for profit purposes provided for by Article 199/a/4 of the Criminal Code by citizen AP, who results to be the owner of the facility and administrator of the legal entity.
As above, based on the request of the prosecution, the property security measure "Preventive Seizure" was imposed, provided for by Article 274 of the Code of Criminal Procedure, for the construction area measuring 22.9 mx 13.4 mx 3.5 m, suspected of being built without the permission of the competent authorities.
