The leader of the Agrarian Environmentalist Party, Agron Duka, invited to the 'Lunch Program' in News24 with Ola Bruko, has expressed his concern about the 4% electoral threshold, stating that the current system forces small parties to enter into alliances with large political forces. According to Duka, this threshold is difficult for small parties to reach and could lead to the disappearance of some of them from parliamentary representation.
Duka stressed that the country needs a fairer and more representative electoral code, where citizens have clarity about their vote and the result that each political force receives. He also referred to the positions of other small parties, mentioning the Opportunity Party, which according to him has stated that the problems of the elections are not only related to the electoral code, but also to other elements of the process.
However, Duka warned that the current threshold could severely penalize small parties, while adding that a 2% threshold would be more acceptable and functional. According to Duka, in the discussions held so far, there has been agreement in principle on changes to the electoral code, but concrete issues related to the electoral threshold have not yet been discussed in detail.
"With the current code, you are forced to enter into an alliance with a large party. The 4% threshold is a bit difficult for small parties, I don't know how much it will be achieved. If it is made for everyone, competition will follow. Small parties may even disappear. They will not be able to enter Parliament. Who knows if the small parties will agree. We need a fair code for everyone.
The Albanian who votes should know who he voted for and how many votes this party received. I have seen that the Mundësi party has said that it is not the electoral code that can create problems for the elections, but other elements. There is a high possibility that this threshold will eliminate them, but I believe a solution will be found. Seeing this evil that we currently have with that threshold, I would prefer the second. There is no party identity, they are not recognized, except for those who dared. If the threshold were 2%, it would be very good. I was only at a table, I immediately agreed that this is what we asked for. But we did not go into details about the threshold,” he said.
