English remains the main international language of communication, while Europeans rank among the best in a study on knowledge of its use.

According to the latest EF English Proficiency Index 2025, the Dutch have topped the list for the seventh year in a row for learning English as a foreign language globally. Although their overall score fell by 12 points compared to 2024, the Netherlands retains its top spot. Croatia and Austria also made up the top three, improving their scores.

The study classifies 12 EU countries in the 'very high knowledge' category, which includes the ability to use correct and appropriate expressions in social situations, read complex texts and negotiate contracts with native speakers. These countries are: the Netherlands, Croatia, Austria, Germany, Norway, Portugal, Denmark, Sweden, Belgium, Slovakia, Romania and Finland.

Meanwhile, Italy, Cyprus and France rank at the bottom, in the 'medium knowledge' category, along with Lithuania and Spain. Speakers in this category can participate in professional meetings and write work emails, but their skills remain limited in more complex situations.
