The DP has proposed several amendments to the rules of procedure of the Assembly. According to the DP, the Ethics Secretariat should have equal members. With the signature of the head of the DP parliamentary group, Gazment Bardhi, the package proposed by the opposition for these changes has been deposited in the Assembly, denouncing the unilateral initiatives to change the rules by the SP group and the Speaker of Parliament Niko Peleshi.
The opposition emphasized that it is against unilateral changes to the Rules of Procedure of the Assembly.

Two unilateral initiatives for amendments to the Rules of Procedure have been filed in the Albanian Parliament, by the Socialist Party Parliamentary Group and by the Speaker of the Parliament, Mr. Niko Peleshi. In principle, the Democratic Party Parliamentary Group is against unilateral amendments to the Rules of Procedure of the Parliament, which is the act that guarantees democratic coexistence between political parties. Any amendment to the Rules of Procedure of the Parliament must be the product of a process of comprehensive discussions and approved consensually, as has been the parliamentary tradition since 2004. We recall that in 2013, amendments to the Rules of Procedure of the Parliament were one of the three conditions required in order to obtain the status of a candidate country in the European Union, and the Democratic Party Parliamentary Group, although it had the numbers, did not approve these amendments, without the consensus of the Socialist Party Parliamentary Group. The Democratic Party Parliamentary Group is against any kind of amendment that aims to limit the spaces and rights of the opposition in Parliament. In fact, some of the proposed changes aim precisely to further restrict these rights, transforming them from a factual restriction into a legal restriction.
Thus, the proposals to reduce the time of discussions from 10 to 5 minutes, the accelerated examination of draft laws aimed at approximation with the legislation of the European Union or the abolition of reporting of the heads of constitutional bodies and institutions established by law to the permanent parliamentary committees and the plenary session, are clear attempts to undermine the democratic functioning of the Parliament, to annihilate the role of the opposition in the Parliament and to transform the Parliament into a mono-party institution, as in fact most institutions in Albania currently are. The self-regulatory power of the Assembly should not be made a premise that the rights of the deputies are violated to the extent that would directly lead to the violation of the principle of representative democracy.
However, during the discussions in the Council for the Regulation, Mandates and Immunity, at the meeting of May 11, 2026, all its members recognized the fact that according to the jurisprudence of the Constitutional Court, “in conditions where the parliamentary majority has the necessary number of deputies to approve the act, it must demonstrate a willingness for increased care and a spirit of cooperation to ensure that the parliamentary minority plays an active role in the process of reviewing the draft act, exercising the right to debate its content and procedure, as well as enjoying the possibility of proposing amendments when this is deemed reasonable, aiming for changes to be made with a common and consensual will.” In fulfillment of this constitutional standard, the opposition is fulfilling its role, hoping that the majority will also play a constructive role, with the ultimate goal of drafting consensual changes to the Rules of Procedure of the Assembly.

Also, in support of Article 117 of the Rules of Procedure of the Assembly, attached you will find several proposals for amending the Rules of Procedure of the Assembly, proposed by the Parliamentary Group of the Democratic Party. We remain committed to playing our constructive role in this important parliamentary process, hoping that the majority will refrain from imposing unilateral rules and changes to the Rules of Procedure without consensus.
