The floating TPPs leased in Vlora and located in the Triport area continue to be a heavy financial burden for the state budget. Despite the high costs accumulated over the years, they have so far produced little or no energy, while the costs of keeping them in operation are constantly increasing.

The Albanian state pays hundreds of thousands of euros a day just to keep them running, not including additional costs for fuel, insurance, employee salaries, and finally their maintenance.

At a time when there should be a full investigation or verification process on the real costs and benefits of this project, the leasing institution, the Albanian Power Corporation (KESH), continues to increase costs through successive tenders with considerable financial values.

Away from the attention of public opinion, KESH has recently opened the next procedure, this time not for energy production, but for the maintenance of two ships that have long become a symbol of a high cost for public finances.

KESH, now headed by Viola Haxhiademi, has opened a tender worth around 20 million euros with the object: “Operation and maintenance of the Thermal generating asset, Vlora”. The limit fund of this procedure is 1.892.000.000 lekë, or around 20.2 million euros. According to the tender documents, this amount is foreseen only for operation and maintenance, while it is a procedure open above the high monetary limit.

So, for an asset that has not yet produced significant energy production, millions of euros of public money continue to be committed to keeping it functional.

According to the lease contract, KESH pays hundreds of thousands of euros every month for these floating TPPs, thus adding to the financial bill of a project that continues to raise questions about its efficiency and real cost to citizens.
