The Vice-Chairman of the Economy Committee, Eno Bozdo, has asked SPAK to act immediately on the matter of the floating TPPs, known as "Tigri 1 and 3". Bozdo denounced the fact that the ERE has suspended the procedure for the relicensing of the two TPPs, but despite this, KESH has opened a new tender of around 20 million euros for their operation and maintenance for the next two years, even though they have not worked a single day.

"What other evidence is SPAK waiting for to act?" Bozdo declared, demanding the immediate seizure of all paperwork, the cancellation of the new tender and the full publication of the lease contracts, which, according to him, have been kept secret under the justification of "commercial secrecy", Bozdo said.

Full statement:

Greetings

Today I come before you to denounce, in light of the new facts that have occurred these days, one of the most serious and largest corruption cases that occurred under the Socialist Party government: the Floating Power Plant, Tigris 1 and 3 affair!
Just a few days ago, on September 3, 2026, the Board of the Energy Regulatory Authority (ERE) refused to relicense the two TECs by suspending the procedure! These TECs have been operating as they should, without a valid environmental permit. The injustice is so great that even ERRE cannot close its eyes. In fact, environmental associations and activists, as well as the opposition, have raised great concern over the fact that these TEC ships were outside any environmental standards and that KESH only turned them on at night so that Vlora would not see the soot they produced!
How much has this affair cost Albanians so far?
• Over 65 million dollars have been paid for rent and maintenance alone. Over 44 million dollars in rent and over 21 million dollars in maintenance. Over 65 million dollars of our taxes have gone into the pockets of private companies simply to keep two ships anchored!
• And what did the Albanians get in return? For a claimed capacity of 110 MW, over the last two years only about 109 thousand MWh have been produced in total. On average, somewhere around 2 days of annual consumption. So, the ships have been turned off, but the rental money has continued to flow.
• How much did this energy cost us? A full 163 euros per Mwh! This is the official figure of KESH. I assure you that the real figure, as I will argue below, is much higher than that. However, to produce this minimal amount of energy, over 25 thousand tons of heavy fuel oil (HFO) were burned at a fuel cost of over 18 million dollars. This means that each megawatt produced by these ships cost double or triple the price at which the energy could be purchased on international markets.
So, in addition to the $65 million spent, there are an additional $18 million, a fact that increases the cost of the two ghost ships to $83 million!

But the corruption and swindling do not end: This year, KESH opened the procedure for the storage and loading-unloading of fuel worth about 5.3 million euros. And how was this procedure done? By negotiation without prior notice! Without competition! The procurement law allows this procedure only for extreme and unpredictable emergency cases.
Today I publicly ask KESH and the line minister: What unforeseen urgency was there here, when the ships have been there since 2022? None! And the result? Only one company participated, La Petrolifera Italo Albanese, and was declared the winner with 99.95% of the limit fund. The difference between the limit fund and the price won was ridiculous, only 260 thousand lek! This is not a competition, this is a closed bargain at the table.
And it doesn't end here: While ERE blocks the Tigra, KESH has opened another tender of around 20 million euros for the operation and maintenance of the Tigra for the next two years.
So, the total bill is going to be around 100 million euros!

This is the terrible cost we pay every day for this government's corruption, its greed, its snobbery!

The opposition's denunciations of this mega-corruption affair, in broad daylight, have been responded to so far by the SPAK special prosecutor's office with silence and inaction. The facts are there, the evidence is in the middle of the square. The purchase of the TPPs was carried out against the public interest and the interest of the electricity sector. The costs are very high, unaffordable.

On the other hand, the current director of KESH abuses her position by refusing to make public the rental contracts of these facilities, under the pretext of trade secrets! Because every request from the Democratic Party deputies for transparency of contracts is rejected, justifying it with trade secrets!

For this affair, with so many denunciations from the opposition and civil society, there is only one solution: those responsible before the law. For this, SPAK must act immediately, because the facts are clear:
• We have about 100 million euros in exchange for nothing;
• We have non-competitive procedures with 99.9% of the fund limit;
• We have flagrant violations of environmental regulations, up to and including license suspension;
• We have staggering direct financial damage to the public corporation and the pockets of Albanians.

What other evidence is SPAK waiting for to act? Should it wait for the money to evaporate completely and the contracts to expire? SPAK's silence in the face of this affair is turning into an unforgivable amnesty for the highest political levels of this government. When Albanians are stolen in broad daylight and the files sleep in prosecutors' drawers, this is no longer justice, but injustice!
• We ask SPAK to wake up from its lethargy and immediately seize all paperwork, from the Ministry of Infrastructure and Energy to KESH.
• We demand the immediate cancellation of the new 20 million euro tender for two ships that are not even legally allowed to operate.
• And we demand the full and immediate publication of any contracts hidden behind the deceptive term "trade secret".
Albanians' money is not anyone's property. Every official, from the simplest to the minister and prime minister who devised this predatory scheme, will sooner or later be held accountable before the law.

Thank you!
