Guest on the show "This Week" on News24Agron Haxhimali, executive director of the "Institute for Municipalities", analyzed the Territorial Reform, highlighting some of the problems that he believes should be treated with great care.

One of the issues that the reform did not solve, according to him, was fragmentation. He also stated that citizens should be left free without pressure, and without intimidation to give their arguments and concerns. He further listed the issues that, according to him, urgently need to change.

"Fragmentation was not resolved. We had 308 municipalities and we continue to have 308 local units, the territory is the same, they have their own maps, they have an administrator, they have a car, what else do they not have... I pay money for those officials and I do not receive services, you consumed my taxes for 10 years, you created social and economic stress, and you established these electoral offices and after 10 years we say let's regulate administrative issues, I am not against it. But the reform and the bipartisan commission aim to regulate the territory, not the functions, because the functions are regulated by the government itself, it has its own right. Let's not forget that such a reform is called territorial and administrative and there is a need for a special commission for qualified votes where the territory, the number of municipalities, the electoral system are changed. So the government can resolve administrative issues. If it leaves citizens free without pressure from mayors or deputies, a shameful arrogance in my opinion. So they should be left free, without intimidation. Vlora "It was the most critical region and I think it could also be related to the philosophy or culture of the region, the citizens there feel freer and more concrete. Orikumi, Dukati, Tragjasi were closed down as municipalities and returned to us. So they came up with names and tried to seek reorganization," he said, adding: "The biggest mistake was that municipalities without identity were created and some municipalities with identity were closed. Their power was not distributed fairly between rural and urban areas. The territorial system needs to change the territorial structure. I think that 61 municipalities demonstrated that they are not capable of covering the territory. Somewhere around 90 is more acceptable, the territory needs to be regulated. From an administrative point of view, there is a need for asymmetry. We can have municipalities that can cover everything, or we can bring the second level of local government into play. As for the financial system, they are not sustainable. With the new reform, at least 2% should go, but I am also critical of what they collect themselves. And I would say that no one talks about the electoral, administrative and territorial financial systems that need to be corrected."
