The leader of the Albania Becomes Movement, Adriatik Lapaj, has reacted harshly to the blocking of judges' salaries, describing the situation as "unimaginable" and a direct intervention in the functions of the judicial power.
Guest on the show "Minuta e Parë" on News24, with journalist Ola Bruko, Lapaj stated that the non-implementation of the Constitutional Court's decision constitutes, according to him, a serious violation and demanded an immediate reaction from the justice institutions.
"It is an unimaginable situation. What is happening is a clear interference in the functions of another power, which is the judiciary," Lapaj said.
He referred to point 110 of the Constitutional Court's decision, emphasizing that institutions were given until July 31, 2026 to make legal changes. According to him, in the absence of these changes, the calculation of salaries should be done according to the reference set out in the Court's decision.
Lapaj went even further with the accusations, stating that the issue should not be addressed only through reports, but through concrete responsibilities of officials who, according to him, do not implement the decisions of the Constitutional Court.
"The Treasury directors who do not implement the decision of the Constitutional Court should have been arrested," he said, adding that the situation could constitute, in his assessment, "a criminal offense of abuse of office."
The leader of the Albania Becomes Movement also directed political responsibility from the majority, stating that the legal solution is in the hands of the Assembly. However, according to him, the responsibility to guarantee the implementation of the law also belongs to the Prosecutor's Office.
"It is an unimaginable situation. What is happening is a clear interference in the functions of another power, which is the judiciary. In point 110 of the decision it is stated: in the meantime, if legal changes are not made by 31/7/2026, the calculation of salaries will be made according to the analyzed reference of the decisions of this Court. The Court has set a deadline of July 31, or it will function as with senior public officials. Until this date, the parliament has not exercised this duty. This issue is not dealt with by reports, but by arrests in flagrante delicto, all the heads of the Treasury, up to the Prime Minister. This is done with arrest in flagrante delicto, so that it becomes a model in the future that no one should dare. I am sad.
If these people do this to the highest authority that the law has given power to, imagine what happens to the ordinary civil servant. Here there is a criminal offense of abuse of office in flagrante delicto. The directors of the Treasury should have been arrested, who do not implement the decision of the Constitutional Court. Edi Rama has it in his hands in the Assembly, because he has the numbers. But I think the solution is in the hands of the Prosecutor's Office. No one should interfere in the affairs of justice. Those who listen to me, reflect and implement the law," he said.
