Journalist Klodiana Lala, invited to the show "Kjo Javë" with Nisida Tufa, commented on the proposed changes to the law on the State Police, focusing on the appointments and functioning of police leaders.

According to Lala, when Ilir Proda headed the State Police, the system of competitions for leaders was formal and not real. She added that the legal changes were necessary to restore control over the police structures, after the situation inherited from the previous leaders. Lala emphasized that one of the most controversial changes is the abolition of the competition for police directors in the regions, a proposal made by a Socialist Party MP.

According to Lala, this will give the Director General more room to make moves in the direction of the police and persons who do not perform their work properly.

"When Mr. Hitaj came as Director General of the Police, I told you that the only possibility for him to have a police force that he could normally put at the service of the citizen is to have the most capable people, who have come as police directors or at the top of the police dome through meritocracy and merited ranks. So, in this respect, the only possibility for him to have control over the police in the state that his predecessor, Mr. Proda, had left, was precisely to have legal changes. And at that time I suggested this, without actually knowing that there would also be a proposal for legal changes.

Proda was elected Director General of the State Police through a competition, then the competition was introduced for all other functions, such as police directors, department heads and others. In this specific case, in the latest proposal made by a SP MP, the competition for district police directors is abolished. Theoretically, the competition is a good thing because it is thought that it is an open competition where individuals enter a competition, have a platform, priorities and at the very end of this competition there is also a product.

In this specific case, there were no competitions in the State Police, it was all fictitious. When a director was elected through a competition, automatically if he did not fulfill his duty, it was very difficult for the General Director of the State Police to remove him from the position he had and to bring in a new spirit, because he remained a hostage to the bureaucracy.

"Hitaj, the moment this law comes into force, will have the opportunity to make moves in the district directorates," she said.
