The Democratic Party's Anti-Corruption Spokesperson, Genta Vangjeli, has raised doubts about the use of public funds for the reconstruction of Vila 31 x Art Explora, seeking clarification from Prime Minister Edi Rama.
According to her, in January 2025 Rama stated in a press conference that the renovation of Villa 31 was carried out by an international architectural studio. Meanwhile, public announcements on social networks and on the official website of the artistic residence indicate that in April 2025 the building was renovated with the support of the French Art Explora foundation.
However, according to documents presented by the opposition, it turns out that around 1.2 million euros were previously procured from public funds for the reconstruction of Villa 31 by the Directorate of Government Services, with the approval of the Prime Minister. According to these documents, the company “Valona Konstruksion shpk” was declared the winner of the tender and on July 21, 2023, it signed contract no. 144/17 for the implementation of the works with a term of 12 months.
Vangjeli says that these data raise serious doubts about the way public funds were used and demands concrete clarifications from the government. She raises two main questions: what works did the winning company specifically carry out and where did 1.2 million euros of Albanian taxpayers' money end up. According to her, transparency in public funds is a legal and moral obligation to citizens and any discrepancy between public declarations and official documents must be clarified immediately.

In January 2025, Prime Minister Edi Rama held a press conference on the occasion of the opening of the artistic residence Vila 31 x Art Explora, where it was publicly stated that the renovation of this building was carried out by an international architectural studio. In public announcements on social networks, the official website of Vila 31 x Art Explora indicates that in April 2025, the building was renovated with the support of the Art Explora foundation in France.
The restoration of Villa 31 has been presented as a work carried out by the architectural studio NeM Architects. But official documents tell a different story. It turns out that 1.2 million euros of public funds were previously procured for the reconstruction of Villa 31 by the Directorate of Government Services, with the approval of the Prime Minister. In fact, the economic operator 'Valona Konstruksion shpk' was declared the winner of the tender, and on July 21, 2023 it signed contract no. 144/17 with the Directorate of Government Services, with a completion period of 12 months, precisely for the reconstruction of Villa 31.
These facts raise serious doubts about the way Albanian money was used. If the renovation of this building was carried out by a foreign studio with the support of an international foundation, then the Prime Minister has the obligation to publicly clarify:

Transparency of public funds is not a matter of propaganda, but a legal and moral obligation to citizens. Any discrepancy between public statements and official documents requires immediate and full clarification, because Albanians cannot be treated as spectators of government propaganda while millions of euros of their taxes remain unanswered.
