Hysi said that there are many prosecutors who he called "out of control", who issue "prison arrest" security measures only on evidence and in absentia. This has led, according to him, to dozens of state officials, managers and inspectors waiting at the doors of the courts.

"We have many cases where certain prosecutors have violated services. A prosecutor should not impose a security measure on a state official based on evidence alone. It is very serious. It violates public services. You impose a security measure in absentia, arrest with prison. Where will this citizen go? Without ever calling him, you make a request to the court in the consultation room, you impose an arrest with prison in absentia.

"Endless directors, inspectors, stand at the doors of the prosecutor's office and the courts, for what? A state official does not need to be given a security measure, he has signed it. Without ever asking him why he is being given a security measure," said lawyer Detar Hysi.
