On October 30, 2025, Pamela Qirko, former member and chairwoman of one of the Vetting institutions, the Independent Qualification Commission, would open a business account for a business without an object of activity as a natural person, which is almost impossible at the National Business Center.

In her role as a member of the KPK, Ms. Qirko has checked the integrity of prosecutors and judges on behalf of justice reform, dismissing many magistrates due to violations, but also bringing down the hammer of justice to catapult the best towards SPAK and the Special Court Against Corruption and Organized Crime.

In fact, here also arises a contradiction because the next day, on October 31, 2025, Pamela Qirko, according to media sources, would appear at the Special Prosecution Office as the lawyer for her sister, Deputy Prime Minister Belinda Balluku.

This action, as a lawyer, could constitute a serious legal violation. In this case, we are faced with a potential conflict of interest because Ms. Qirko has vetted prosecutor Dritan Prençi as a member of the Independent Qualification Commission together with chairwoman Genta Bungon (Tafa) and rapporteur Suela Zhegu. Mr. Prençi is the prosecutor who is investigating Deputy Prime Minister Balluku and her subordinates for the Llogara tunnel affair worth 200 million euros with VAT.

So, the person who vetted the prosecutor investigating her sister will be the same one who will defend her against the one who filed the charges. It remains a mystery whether this is a form of pressure on the prosecutor and SPAK, but it is clear that this entire investigative process is being damaged in order to damage the credibility of the prosecution itself.

At first glance, this small detail is the knot that connects the entire Llogara tunnel affair, since in the Balluk case there is no coercive measure that was requested by SPAK and approved by the Special Court.

This is a concern that has also been raised by the opposition party, specifically by MP and deputy leader of the "Mundësia" party, Erald Kapri.

"Imagine the Prosecution asking for witnesses. Will they be able to talk about how long Deputy Prime Minister Balluku has been in power and how long she has been managing billions of euros in power? She is even the head of the largest ministry in the country." MP Kapri told "Vetting".

Even according to lawyer Leonard Karaj, in the Llogara project affair we are dealing with pure passive corruption.

"In the specific case of these officials, the investigations into the matter cannot stop here. If SPAK has today taken former Health Minister Ilir Beqjan, his deputies and the businessman who came from Italy to make the sterilization tender at the Mother Teresa University Hospital Center into a structured criminal group, then the same standard should be applied to this specific case. In the case of the Llogara tunnel, you have at least 6 people and the Bid Evaluation Commission and there are all the conditions to investigate it as a structured criminal group," lawyer Leonard Karaj told "Vetting".

The Llogara tunnel affair was denounced by the show "Vetting" on April 18, 2024, before the Democratic Party filed a criminal complaint about this tender.

In today's article, "Vetting" will combine the new elements of the prosecution's file with the early denunciation, bringing out for the first time an element that has always been overlooked by SPAK and the Special Court Against Corruption and Organized Crime, violations with the state budget.
