Lawyer Indrit Sefa has stated that a decision already exists on the issue related to MP Belinda Balluku and that, according to him, there is no longer any legal cause for debate.

Sefa stated that Prime Minister Edi Rama can no longer refer Balluku's case to the Constitutional Court and that this can only be done individually by the MP herself. "There is a unifying decision-making on this point. Theories that there is no decision are untrue," he declared.

According to Sefa, public pressure on this issue was artificially raised by external factors, turning it into the most discussed political topic. He added that Rama was wrong to address the Constitutional Court and that the attempt to make legal changes after the measures issued by SPAK and GJKKO shows, according to him, that these institutions were right. The DP representative accused the prime minister of intending to restore legal provisions removed in 2012 to provide more protection for himself, ministers and the president, describing this as an attempt to grant himself immunity. “This is a blow to European integration,” Sefa said.

He stressed that Rama has openly come out against the new justice institutions and that, according to him, he cannot hide behind the chairman of the Parliamentary Group, Niko Peleshi, whom he accused of not implementing the Rules of Procedure of the Assembly. Sefa requested the convening of a plenary session, emphasizing that Rama can vote against, since he has the votes, but not to avoid responsibility through procedures.

According to him, if the Mandates Council does not convene within three months, the request is considered dropped, but the SPAK investigations will continue. This, according to Sefa, means that Balluku will not be investigated with security measures such as “prison arrest” or “house arrest”, but we will have a suspended deputy prime minister with a passport blocked. In conclusion, Sefa referred to the statements of former US ambassador Donald Lu on justice reform, stating that the “big fish” have not yet been caught and describing Prime Minister Rama as “the only shark left”.

Sefa: There is a decision, there is no more case on the Balluku case. He must wait for another deputy prime minister to take him to the Constitutional Court, because he cannot take Balluku with him. He can no longer hide behind Pelesh, who is committing a criminal offense every day that he is not implementing the rules of the Assembly. He must convene the session and then Rama will vote against it, because he has the votes. But not hide behind Niko Pelesh's procedure. If the Council does not convene in these 3 months, the request is considered dropped, it is rejected, but SPAK continues the investigations. It shows that it will not be investigated in the security measure of 'prison arrest' or 'house arrest', but we have a suspended deputy prime minister and with a passport blocked. Remember what Donald Lu said; justice reform will catch the big fish. There are no more fish left in this lake of ours, but there is only one shark, Rama. In this country, a judicial body cannot take the country's prime minister and arrest him.
