For several years, the property conflict on the coast has been holding back the development of the Borsh area, which a decade after the territorial reform has been part of the Himara Municipality.
The show "TakFak", in News24 published official documents obtained by "Vetting" and exclusive testimony from the former owner of this 5400 square meter property, Diana Bilali, have exposed illegal construction, falsification of documents by the Lukovë municipality, and total indifference from all institutions.
According to former owner Bilali, the procedures according to the law of the time were not followed in the privatization process of this territory.
"Is there anything normal about this? A dirty bargain has been made with these objects and they still haven't been put to work, do you know why? Because they know all this that we are talking about together," Diana Bilali told "Vetting".
In fact, some of the buildings have been privatized, while one of them, according to the former owner, was done illegally, referring to the property of Tajar Lala, the father of Tax Director Erilinda Lala.
"This land was divided into three parts, the recipients of the AMTPs were three people. Two of them had documents (AMTP), while Tajar Balil Lala does not have an AMTP for this property," says Bilali, exposing the injustice done to him by the Albanian state, but also by the person in question.
Lala family's land without AMTP and hotel and restaurant without building permit
One of the properties that has raised questions about the privatization process, according to complaints received by the "Vetting" editorial office, is the Lala family's Take hotel-restaurant, where the husband of Tirana Tax Director, Erilinda Lala, Taulant Godroli, worked as a manager in 2025.
"Now what did that Tajar Lala use there? I'm not talking about the other two before, but I'm talking about him (referring to Tajar Lala).
This plot of land had 9 buildings on its surface. One of the buildings was about 300-350 square meters, it is somewhere in the third part, I'm not saying in the corner but somewhere there. I found these 350 square meters for the first time in the letter that the former Property Registration Office in Saranda made, at the moment when the privatization of the plot and the buildings on the plot was requested in 2010. In 2010, I saw that Tajar Balil Lala had about 600 square meters", states Diana Bilali.
The denunciation of Mrs. Bilali as the successor of the former landowner in Borsh, Delvinë and Saranda, Mehdi Hila Borshi, has shed light on a previously undisclosed fact. Erilinda Lala's family, based on Law 7501, has benefited from about 2500 square meters of additional land in Borsh.
These findings of fictitious inflation of surfaces have been revealed by the Supreme State Audit, but also by the Court. But what happened?
Tajar Lala was given 10,500 square meters according to law 7501, where land was divided according to the standard of 2000 square meters per capita in the family. The Lala family resulted in 4 members, so it belonged to 8 dynes or 8 thousand square meters at a time when the municipality at that time, but Tajar Lala himself received 2.5 dynes more land.
