In two units in the Dukagjini area of ​​Shkodra, the voting process for the mayor of Shkodra has not started because the commissioners are unable to go to the polling stations due to snowfall and bad weather. The head of the Central Election Commission (CEC), Ilirjan Celibashi, has explained what happens if the process does not start within 5 hours.

"If the voting process does not take place for a period of 5 hours, the elections there are invalid. The law has provided a tolerance period of 5 hours. If it does not start within 5 hours, the elections are canceled. Their gesture of going to the workplace and why the weather conditions are unfavorable is to be appreciated," said Celibashi.
