The latest case of the now-resigned or dismissed mayor of Kukes Municipality being implicated in a sexual affair, Safet Gjici, It is neither the first nor the last in Albania.

Shukri Xhelili, seems like a topic of distant oblivion today, but his case of abuse of office as a high-ranking public official, in exchange for sexual favors, still remains one of the freshest in public opinion and will probably remain so for a long time.

He was mayor of Dibër in 2016, when a videotaped broadcast on an investigative show, with sexual connotations, in which he appeared to be involved, revealed his abuse of office as mayor of the city in northeastern Albania.

A task he held for more than a year, after the victory in the local elections of 2015, where he ran on the Socialist Party's logo, in the Alliance for European Albania coalition, while in front of him was the candidate of the Democratic Party, Ilir Krosi.

More than for the reprehensible act of abuse of office, he was 'massacred' by commentators on social networks for inappropriate shoes while offering a job in the City Hall to a young 20-year-old girl in exchange for sexual relations.

Xhelili already wrote in his CV that he had very good knowledge of the Office package, the Internet, as well as a good part of the most useful programs of the moment, but it seems that he did not have the right knowledge to smell the intrigues of power.

In January 2017, he was sentenced by the Court of Serious Crimes to 4 years in prison, on the charge of passive corruption, after the publication of the video scandal where he asked for sexual favors in exchange for a better job, from one of his subordinates.
Although Xhelili claimed innocence, declaring that everything was manipulated, his statements were not taken into account by the judging panel, which decided his punishment, as well as the denial for 5 years of the right to exercise public functions.

But the former mayor of Dibër, Shukri Xhelili, did not give up.
On June 30, 2017, he won his freedom, after he appealed the decision given by the Serious Crimes Appeal, which had sentenced him to 1 year and 8 months in prison for the charge of 'sexual or homosexual relations in abuse of office'.
The Penal College that examined the case assessed that Xhelili should not be charged with the charge of 'passive corruption of high state officials or local elected officials', according to the decision given by the Court of First Instance of Serious Crimes, but for the charge of ' sexual or homosexual relationship by abusing the duty', remaining in the attempt.
Based on this charge, the Appeal imposed a final sentence of 1 year and 8 months in prison, leaving the additional sentence for Xhelil unchanged.

Genc Alizoti, became another public official who became involved in an affair of a sexual nature.
He was the general director of the Albanian Railways, when in 2016, a video circulated in the media, where the LSI official performed shameful acts of an intimate nature in the office.
He resigned from his job just days after the video was released on social media.
Resignation which he justified with family reasons, but in fact the real motive seems to be inappropriate filming.
It is also said that Alizoti was under pressure to leave his position, 6 months before he resigned, a pressure that was never made known where it came from.

Meanwhile, the intimate video is thought to have been filmed for just three months, before he not-so-unexpectedly left his post, possibly as a form of blackmail against him.
Genc Alizoti, died as a result of a cardiac arrest just a few months after resigning as Director of the Albanian Railways, thus taking with him the truth of the video that led to the end of his career.
Another high-ranking figure, this time in politics, who took the truths of his videos with him, was also Dritan Prifti.
The politician, who unlike his colleagues, was known for his obsession with collecting unauthorized film recordings, by means of special devices, which he then used to defend himself or to attack in politics, whenever they were broken. interests.

As was the video recording of 2011, when he pulled out a film recording from his laptop during the time he was Minister of Energy, in which the Deputy Prime Minister Ilir Meta, whose party was in government at that time, was distinguished from the one led by Sali Berisha.
The video accusing Mr. Meta for a corrupt affair, but experts proved that the video was staged and thus Ilir Meta was declared innocent by the court.
But this video was used by the opposition of the time led by Edi Rama for the demonstration of January 21, 2011 where four protesters were killed and which finally turned Dritan Prifti and Ilir Meta into two sworn enemies of each other.

But as we said, the obsession of the politician Dritan Prifti to film himself and others, through recording equipment, as was the case with Mr. Meta, he wouldn't be the only one.
The former minister of the LSI was later recognized for his collection of sexual trophies.
Four years later, in 2015, he again became a protagonist in the media.
This time after the publication of some photos taken from a video, where he appeared having sex with one of his former subordinates in the ministry.
Footage taken from a hotel room, from which it turned out that it was Dritan Prifti himself who had recorded them through a watch, which served as a film recorder.

The priest accused senior leaders of LSI. that they had released to close the CEZ/DIA case in the investigation, where according to him they were involved.

"I have always known and denounced that Ilir Meta follows and eavesdrops on my private life at all times.
I also knew the fact of the existence of an intimate video, photos of which appeared in some media today.
They blackmailed me for about 5 years for its publication.

But as you have seen, I have not withdrawn from my public denunciations of the corruption of Ilir Meta or any other government official.
After 5 years, today they decided to make these photos public, on their worst day in front of Albanians and internationals.
As soon as the investigations are opened, I will testify to everything I know about the CEZ scandal and the millions of euros illegally appropriated by the people of Meta", declared Mr. Prifti at that time.

But in a reaction of LSI itself, this political force where Dritan Prifti himself had joined the highest governing positions, denied that it was his film eavesdropper.
He even went further, stating that Dritan Prifti had tens of hours of surveillance of the people he cooperated with, whom he then blackmailed through illegal video surveillance.

"LSI does not deal with anyone's private life.
We are surprised that the gentleman accuses LSI of wiretapping!
The only person who eavesdropped on LSI was expelled for blackmail five years ago.
Public opinion has learned from the Priest himself, how he filmed himself with many people such as associates, subordinates, journalists, businessmen, politicians and their relatives in the office, in his home and other premises.
It was the Priest himself, who admitted not only publicly, but also in the prosecutor's office and the court, that he had filmed his deputy minister's subordinate in his house for blackmail and corruption purposes.

With the same morality, he perversely filmed the most important director of the Ministry of Economy to keep her blackmailed through sex for corruption.

Meanwhile, earlier in 2012, Spartak Braho, former deputy of the LSI, had appeared in the studio of the show 'Opinion' on TV Klan, where he published a 20-minute long video recording, which, according to him, implicated the former minister of Economy and Energy, Dritan Prifti in corrupt affairs together with another official.

"There are 187 hours of filming. I have a legal obligation to take them to the judicial authorities. How can I not take them where names are mentioned that are part of the state structures. Mr. Prifti, as a producer, used some of them and handed them over, and kept some of them. A part is also in my hand. These are not videos that were produced by me. They will be made public at the right place and time. We are still studying", declared Spartak Braho.

But these film videos, presumed by Spartak Braho, were never made public.

Or at least he and his political opponents actually possessed these films, but always kept them as weapons, to be used whenever someone dared to cross the red line.

But the so-called sexual affairs with compromising interceptions do not seem to belong to only one political side.

Star Pango was Minister of Culture when, in 2009, he fell victim to an investigation conducted by the show 'Fiks Fare' on Top Channel.
He immediately resigned from his post after the scandal and withdrew from politics, starting a legal battle with the television station that published the videotap.

The former minister was caught on video asking for sexual favors from a girl who was interested in starting work in one of the directorates of the Ministry of Culture, which he headed.

Former minister Ylli Pango himself, whose political career was irretrievably destroyed after the scandal, later published a book.
In an interview of his, about this book, which talks exactly about the scandal that disturbed his life in a 360-degree sense, he continued to insist that everything was a provocation designed to damage his reputation.

But former minister Ylli Pango, as can be seen from other published cases, as well as unpublished ones, but once friends who later turned into enemies, have thought of keeping them through
drawer, as a battle weapon, he does not even admit that it was his mistake.
In fact, politics never admits that before the favor of power it has often been shown to be weak.
And since in a political war, the greatest weakness is not resisting the temptation offered by power.
