In times of modern laziness of thinking, the man of our century found a practical solution to the troubles that can fall on his shoulders! ChatGPT, a quick solution, without fatigue, with ready-made algorithm formulas that collect information from top to bottom on the Internet and come as a two-page answer on the phone, at most in 20 seconds. This happens regardless of the complicated or easy questions that you can direct to the program. For example, if you don't know how to cook "spaghetti alla carbonara", ask ChatGPT and "bit by bit" the answer comes to you about how many minutes it takes to boil the pasta, mix the eggs with Pecorino cheese, and when to add the black pepper, or how long you need to fry the pancetta! And there you have it, Carbonara cooked in 20 minutes! Of course, this application can provide answers to many, many situations where a person is not able to get tired of reading books, even beyond a few cooking recipes. Just as to save time, you find this intelligent solution instead of practicing work experiences that require years or even months. For almost everything practical or theoretical, at ChatGPT you will find what you want, except the answer to the question of how the world and people were created, or does God really exist or did the origin come from the Big Bang. These are mystical matters that this program cannot solve! As for the rest, Chat gives direction to everything.
Rama understood this when he introduced Diella! Since he could no longer bear the galactic corruption that his people had produced under his own leadership, of course, he turned to ChatGPT's cousin, Diella, to stop stealing government tenders, leaving this job in the hands of Artificial Intelligence. Precisely the selection of bids with Diella's virtual hands. When we say "understood", we mean that it was a deceptive move of very naive levels, from which not even the most devoted patronages were fooled.
Under these conditions, the Constitutional Court and the Parliament have also been put in line to use Artificial Intelligence, which in their majority are unable to give direction to the issue of Balluk's suspension and her arrest at the request of SPAK and GJKKO. But are these issues so difficult to think about for so long, the cream of Albania's lawyers and politicians? No, not at all! It is enough to enter ChatGPT to understand how simple it is for these two constitutional bodies to give a decision in favor of SPAK's request for the suspension of the deputy prime minister or the removal of the deputy's mandate. Because in essence they are the same issue. And the essence has to do with her status as a deputy, i.e. a government member, whether she needs institutional protection from the prosecution's accusations or will she be subject to treatment by the law like all other citizens.
More specifically, if you ask ChatGPT the question: “what is parliamentary immunity and what is it for”, you will get the answer in 20 seconds according to the program's custom as follows. “Parliamentary immunity is a protection granted to members of parliament, so that the latter can do their work freely and independently, without fear of political persecution or pressure from the courts, police or government”. What does it mean according to the doctrine in democracy, that behind them stands the government that seeks to suppress the rights and freedoms of a deputy.
And the answer follows: “in simple terms: immunity protects politicians from speaking and acting freely in Parliament or being punished for political reasons. But this is not a “get out of jail free” card.” And then the answer extends further: “MPs cannot be accused (persecuted) or sued for: 1) what they say in Parliament; 2) how they vote; 3) for the opinions they express in the course of their parliamentary work.”
For example; “if a member of parliament accuses a minister of corruption during a parliamentary session, he cannot be sued for defamation. This protection is generally absolute and permanent even after leaving office. Members of parliament cannot be arrested or charged without the approval of parliament except in cases where they are caught red-handed for criminal offences that are not related to free parliamentary speech and action. The purpose of immunity is to prevent the government from arresting opposition members of parliament, or from initiating false criminal proceedings to silence the opposition. The limits of immunity are twofold: 1) it does not cover serious crimes such as murder or terrorism; 2) many countries have abolished immunity or weakened it as a protective practice to combat corruption.”
So this is the explanation of ChatGPT, which not only does not justify Rama's lawsuit in the Constitutional Court. But the truth of the doctrine of "parliamentary immunity" in democracy represents the complete opposite of what the prime minister claims. Other practices go so far as to call for the removal of immunity protection for MPs en bloc, in order to fight corruption. What is Rama doing in the meantime? He sees immunity as a shield for alleged corruption by the prosecutor's office and the courts of appeals! He sues SPAK in the Constitutional Court, which is meanwhile fighting corruption, and takes on the defense of an MP with criminal charges on his back! It is precisely this deliberate distortion that the internationals who support SPAK and the independence of the Constitutional Court have understood, quite differently from the majority.
And if we continue with what was found in ChatGPT, immunity is a protective mechanism for opposition MPs who denounce or accuse the government for many reasons, from incompetence to abuse of power. While Rama is not asking the Court to protect the MPs' freedom of speech or action, but the freedom to continue the thefts and the intimidation of witnesses by the accused, as was clearly implied in the speech of the head of SPAK at the hearing in the Court.
Then the question that arises is, why do we need members of the Constitutional Court and MPs when they are not able to give the right answers that a free application like ChatGPT gives without any effort?! Why do we pay millions of euros a year for some people who cannot distinguish what is the right thing in a democracy regarding the exercise of executive power and its limitation by the judiciary and Parliament?! Aren't these the basic principles of constitutional democracy that ChatGPT summarizes in 20 seconds and serves them as if they were a common pasta formula on the phone screen?! Why do they tire themselves in their diplomatic walks with dozens of ambassadors and representatives of Western chancelleries from Washington, Berlin, London and Brussels, when these people who do not even deserve to be doormen at the Constitutional Court and Parliament cannot distinguish such simple choices?! These questions are nothing more than rhetorical, as this category of judges and deputies are people who are worth nothing to Albanian and foreign taxpayers except to eat, drink and sleep like that. Therefore, the answer should not be sought in the fact why Rama, the Socialist Party and our rotten system elect or appoint these people, but why they do not replace them with some operators who use ChatGPT, i.e. a Diella 2, saving millions of euros in expenses and hours, days and years of endless wasted time of Albanians.
