The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Shkodra, completed the investigations and sent to trial a state police officer, the chief inspector of the Inspectorate of Territorial Protection (IMT) and two inspectors for the criminal offense of 'Abuse of duty' and 'Failure to report a crime' based on articles 248 and 300 of the Criminal Code.
In the framework of the investigations into criminal proceedings no. 457, of 2025, based on the material of
referred by the Police Supervision Agency, it resulted that on 09.04.2025, concrete data was sent to the operative channel, that in several cases, various citizens in the villages of Pistull and Paçram of the Hajmel Administrative Unit, Vau i Dejës Municipality, are carrying out construction without a permit and that these citizens have been favored by the police officer at the Vau i Dejës Police Station and by the IMT inspectors. At the end of the investigations, the elements of the suspected criminal offense were proven and the following citizens were taken as defendants:
– AD, state police employee, with the duty of assistant community policing specialist, at the Vau-Dejës Police Commissariat; accused of committing a criminal offense under aggravating circumstances under the letters “dh”, “gj”, “h”, Article 50 of the Criminal Code, of “Failure to report a crime” under Article 300 of the Criminal Code and of committing the criminal offense of “Abuse of duty”, under Article 248 of the Criminal Code, under the measure of coercive personal security “Obligation to report to the judicial police”, under Article 234 of the Criminal Procedure Code.
– ML, with the duty of chief inspector at the IMT in the Municipality of Vau-Dejës; accused of committing a criminal offense under aggravating circumstances under the letters “dh”, “gj”, “h”, article 50 of the Criminal Code, of “Failure to report a crime” and “Abuse of office” provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure “Obligation to report to the judicial police”;
– JH, with the duty of inspector at the IMT in the Municipality of Vau-Dejës, accused of committing a criminal offense under aggravating circumstances under the letters “dh”, “gj”, “h”, article 50 of the Criminal Code, of “Failure to report a crime” and ‘Abuse of office’ provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure “Obligation to report to the judicial police”;
– D.Ll., with the duty of inspector at the IMT in the Municipality of Vau-Dejës, accused of committing a criminal offense under aggravating circumstances under the letter “dh”, “gj”, “h”, article 50 of the Criminal Code, of “Failure to report a crime” and ‘Abuse of office’ provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure of “Obligation to report to the judicial police”; and
– BD; accused of committing the criminal offense of “Actions that impede the discovery of the truth” under the provisions of Article 301 of the Criminal Code.
