The Chairwoman of the Committee on Culture, Tourism and Diaspora, Ina Zhupa, has brought to attention the connection that Law 21/2024 on protected areas creates between fires and the change of destination of these territories.
Through a video from the April 2024 interpellation, Zhupa argues that the "principle of suitability" could allow an area damaged by fire not to be restored to its previous state, but to be used for hotels, resorts or energy parks.
Zhupa has also challenged the law in the Constitutional Court, which rejected the request for its repeal, while she has now filed a new initiative in the Parliament to repeal Law 21/2024.
Ina Zhupa's full status:
"Convenient fires" that can change the destination of the protected area according to the unconstitutional and scandalous law 21/2024. The fires give rise to hotels, resorts, photovoltaic parks, wind farms, etc.
Repeal Law 21/2024 and we will surely have even fewer "appropriate fires".
Listen to this simple explanation in the April 2024 interpellation with Mirela Kumbaro, Minister of Environment and Tourism, against Law 21/2024.
Video content: Do you see this lighter here? This lighter or a match bought with 50 old lekë, is enough for a protected area to turn into a construction site with Mrs. Kumbaro's law. Article 2 stipulates the principle of suitability, which for me is the principle of the match, which means that if a protected area is changed over time and is no longer such, this area loses its category and there is no obligation to return it to its previous state.
Simply put: if a fire is lit in Pishe Poro with this lighter or another match and the forests burn, according to the principle of appropriateness, it is more appropriate to turn it into a resort than to reforest it again. This is the protection that the Minister of "construction", Ms. Kumbaro, guarantees to protected areas.
