The Democratic Party's Anti-Corruption Spokesperson, Genta Vangjeli, has denounced the situation in Mamurras, stating that the residents of the area continue to face a lack of drinking water, despite the investments announced for this project.
According to her, the government has long promoted the progress of works on the Mamurras water supply, claiming that the project is in an advanced stage, while the reality on the ground remains different.
She recalled official statements made about a year ago during field inspections, where it was announced that about 45% of the works had been completed on a 43-kilometer network and that the project was expected to be completed by 2025.
Vangjeli emphasized that during the inspections, the presence of information boards on the contractor, the value or deadlines of the project was not found, while according to data published in "spending data", the company "Shansi Invest SHPK" is contracted and has so far benefited from around 1.9 million euros.
According to her, the performance report of water supply and sewage companies for 2024, published by the WRA in July 2025, predicts that the total cost of the project will reach 6.1 million euros, while in the plans for the second phase of public investments for the years 2026–2028, the total value of the project goes up to 11.1 million euros.
She considered it unacceptable that, according to her, in 2026 the residents of Mamurras continue to face water shortages, while public funds have been disbursed for the project.
The Democratic Party demands that the Special Prosecutor's Office (SPAK) launch an investigation into the project, verifying the actual implementation of the works in relation to the funds used and the responsibility of the institutions and companies involved. The statement also emphasizes that citizens are tired of, as it calls them, "propaganda and unfinished inaugurations", while underlining that water is a fundamental right and not a luxury for citizens.

The residents of Mamurras denounce that they are still living without water, while the government promotes investments and 'successes' on every television screen. According to official statements from more than a year ago, during an inspection visit to the field, the former deputy prime minister and head of AKUK announced that 45% of the works for the construction of the Mamurras water supply had been completed, out of 43 km of the network, and that this project would be completed by 2025.
During the field inspection, no information board was visible about the contractor, the value and deadline of the project or the supervisor, but according to spending data, it turns out that the company Shansi Invest Shpk was contracted to build this water supply and has so far received 1.9 million euros for its construction. According to the performance report for water supply and sewage companies for 2024, (published in July 2025 by the WRA), the construction of the Mamurras water supply would cost a total of 6.1 million euros. While the second phase of the implementation of this project, according to the forecast of public investments with internal financing for the years 2026-2028, the total value of this project is 11.1 million euros.
While millions of citizens' taxes have been thrown at projects that drag on endlessly or remain only on paper, it is unacceptable that in 2026, the residents of Mamurras continue to face water shortages. The Democratic Party stands by the citizens of Mamurras and asks Spak to investigate and penalize those responsible for abusing this vital investment, taking into account:

Citizens are tired of fake inaugurations, staged television news reports, and tenders that open with fanfare but end in failure. Water is not a luxury, it is a fundamental right.
