A new development has come to light regarding the shocking murder of 23-year-old Ukrainian Irina Zarutska, who was brutally murdered on a train in Charlotte in August 2025.

The alleged perpetrator, DeCarlos Brown Jr., 35, has been declared mentally incompetent to stand trial, which has led to the case being suspended until further notice.

According to a psychiatric report included in the file, he is unable to understand legal proceedings or actively participate in the trial. As a result, the trial cannot continue until a judge determines that his mental state has improved.

The incident, which shocked public opinion in the United States, was captured on Charlotte Area Transit System security cameras. The footage shows the moment the perpetrator sits behind the victim, pulls out a knife and stabs him several times, before walking away, leaving him lifeless in the carriage.

The 35-year-old faces first-degree murder charges, as well as federal charges of felony public transportation, for which prosecutors have sought the death penalty if convicted.

However, despite the initial findings of the psychiatric evaluation, the case is not considered closed. The next phase involves a rehabilitation process, where it will be assessed whether he can be treated and made capable of facing justice in the future.

According to court documents, Brown has suffered from serious mental health issues, including schizophrenia, for years. He had frequently contacted authorities and hospitals, claiming to be controlled by outside forces, but had not received consistent treatment.

His family had expressed concerns about his dangerousness, and he had become homeless after he could no longer live with them. Despite his history, he was not considered legally dangerous for involuntary hospitalization.

Brown has a criminal record dating back to 2007, and in 2014 he was convicted of armed robbery and gun possession, serving more than five years in prison. His last arrest before the incident was in January 2025 for misuse of the emergency line.

Meanwhile, he remains in federal custody, while the state-level trial remains suspended.
