Sources from the Assembly indicate that BalkanWeb that the rapporteurs of the SP and the DP have managed to finalize the joint draft of changes to the Rules of Procedure of the Assembly. The main points where the SP withdrew and what was accepted by the DP, in the final draft that will be approved tomorrow at 09:00 at the meeting of the Council for the Rules of Procedure.

Meanwhile, an interesting element stands out in the draft. The number of permanent parliamentary committees will once again be 11, even though their increase from the 8 that were in the previous legislature was sent to the Constitutional Court by the opposition in September of last year.

However, with the agreement already expressed for the new Parliament regulation, it appears that the DP has withdrawn from its previous claims and the parliamentary committees will be the same ones that it initially contested and the Constitutional Court actually ruled in its favor.

1. Points where the PS withdrew

a) The SP withdrew from the proposal that any draft law requested by the EU be reviewed within one week through an accelerated procedure.

b) The SP withdrew from halving the discussion time in the plenary session.

c) The SP withdrew from the proposal that constitutional institutions not report to the plenary session, accepting the DP's position that reporting to the Assembly should be done by every institution that has a constitutional obligation to report.

d) The SP also withdrew from the proposal that all institutions report only to the Xhafaj Commission, accepting the DP's position that annual reports be made to the responsible committees according to the field.

2. Points that were accepted by the DP:

a) The DP proposal that strengthens parliamentary control through the intervention of the Speaker of the Assembly in cases where institutions do not respond to MPs' requests for information was accepted. According to the accepted amendment:
– The President of the Assembly is obliged to request a response from the institution within 5 days of the deadline;
– in case of failure to respond, the head of the institution is required to take disciplinary measures up to and including dismissal.

b) The DP's proposal was accepted that committee chairs, when requested by the parliamentary minority, be obliged to call committee meetings or hearings with heads of institutions within two days of submitting the request.

c) The DP's proposal that, at the request of a parliamentary group leader, the plenary session be adjourned at 22:00 PM and resumed the following day was accepted.

d) The proposal was accepted that disciplinary measures be automatically suspended if appealed to the Bureau of the Assembly. Disciplinary measures will no longer be counted in working days, but in calendar days. Ethics Secretariat with an equal number of members.

11 standing parliamentary committees

Article 4
The following changes are made in Article 19:
1. Point 1 is amended as follows:

Committee on Legal Affairs and Public Administration
(Codes and laws, ensuring their compliance and applicability with the standard
European, the organization of the judicial power and its reporting, the administration of the judicial power,
public administration, independent institutions in the justice system.)

Committee on Internal Affairs and Defense
(Internal affairs, order, organization of national and public defense and security,
the organization of armed forces and military cooperation, issues of organization and
functioning of local government, civil emergencies and disaster protection, services
secret.)

Committee on Education, Science and Sports
(Issues in the field of education, scientific research, innovation and sports development policies.)

Committee on Health and Social Welfare
(Issues related to health policies, social security, family, women and issues
for social welfare.)

Committee on Natural Resources, Infrastructure and Sustainable Development
(Issues in the field of energy, natural resources and biodiversity, infrastructure,
industry and telecommunications, territorial regulation, trade and environmental protection and

Commission on Human Rights and Public Media
(Issues in the field of fundamental human rights and freedoms, issues related to the activity

(European integration issues, approximation of legislation with the legislation of the Union
European Union, supervision of the implementation of commitments arising from the Stabilization and Association Agreement, supervision of the European Union's financial assistance to Albania, monitoring of
accession negotiations with the European Union, foreign policies, relations and
international cooperation, as well as the implementation of international agreements.)

Committee for Civic Initiatives, Cooperation and Institutional Oversight
(Monitoring and supervising the implementation of strategies, resolutions, decisions and plans of
the action of the Assembly; reviewing and following up on citizens' initiatives and petitions; implementing and
coordination, supervision and control of the implementation of laws by the executive, institutions and agencies
independent of him, through the coordination of the parliamentary process for post-legislative control
(PLS); coordination of inter-institutional dialogue and cooperation.)”

2. After point 3, point 4 is added, with the following content:
"4. Throughout the Rules of Procedure of the Assembly, the names of the standing committees are replaced by
according to the name of the standing committees in Article 19, point 1, of this decision.”
