The problems with the status of lands in Borsh, or throughout the southern coast, are also evidenced by the Supreme State Audit report of February 2009.

The show "TakFak" published facts and evidence that show that one of the beneficiaries of the properties is the family of Erilinda Lala, director of Tirana Taxes.

The SAI report reveals a wide-ranging scheme of legal violations related to the division of land in the Lukovë Municipality, specifically in the villages of Borsh, Piqeras and Shën Vasil during 2006–2007.

According to the audit, the process of transferring ownership from former cooperatives to private families was accompanied by serious manipulations, with over 443 square meters of land being illegally allocated in the village of Borsh alone.

Diana Bilali would point out that the Supreme State Audit Office is also involved in her case, because this area has been treated incorrectly by public institutions, which have been audited by the Supreme Audit Office.

"In fact, there are several lawsuits related to this land. There are several cases in court for the same property and this clearly shows that the problem has not been resolved."

"I will continue to pursue this issue until the end, because it is my right," says Bilali. The audit reveals new details about the properties in Borsh.

Violations include artificially inflating the number of family members, miscalculating the per capita rate, including land within the yellow line, and granting land to people who had no right to benefit.

For these irregularities, the Albanian Supreme Audit Office held the Saranda cadastre officials and the local commissions that signed the documents responsible.

A specific case mentioned in the report is that of Tajar Balil Lala's family, which was registered with 5 people and received 10,500 square meters of land, exceeding by at least 500 square meters the legal norm allowed for that area.

The case is still pending in court and it is expected that the Court of Appeal of General Jurisdiction in Tirana will issue a final decision on the ownership conflict.
