According to the investigative file, the conflict that degenerated into an exchange of gunfire centered on an old clash between Konstandin Vogli and Viktor Ruçi over a property in the coastal area of ​​Krorezi.

Investigators suspect that the real target of the group that arrived at the Ismaili brothers' bar was Viktor Ruçi, while Rexhep Ismaili remained a victim during the gunfight.

After the incident, Konstandin Vogli, wounded in the leg, hid for several hours and then surrendered to the Saranda Police.

He initially received medical assistance at the Vlora regional hospital.

In his testimony before the investigative group, Vogli admitted that he had organized a meeting of several people to physically confront Viktor Ruçi, following a conflict and the threat he claims he had received from him.

Security camera footage and testimonies show that the conflict began with hard objects and then degenerated into the use of automatic weapons.

According to the investigative file, the property over which the conflict arose in Krorez is not legally documented by any of the parties involved.

However, the clash over control of coastal areas and interests in tourist areas continues to be considered one of the main sources of criminal conflicts in Saranda.

But even though Konstandin Vogli, who is now known as the organizer of the group that attacked the table where Rexhep Ismaili and his friend Viktor Ruçi were, spent the night in hiding, his escape did not last long.

The next day, still wounded and on his feet, he surrendered to the Saranda Police.

Where he initially received medical assistance at the Vlora regional hospital.

It is suspected that Hajredin Ismaili, the victim's brother, Rexhep Ismaili, left the scene of the incident and hid the automatic firearm along with a magazine with 21 bullets, which were later found and seized by the Police.

The search also led to the village of Nivicë, where the motorcycle was found abandoned, in which the suspected perpetrator of the murder of Rexhep Ismail, Lulzim Tabaku, is suspected of having fled the scene.

Meanwhile, in neighborhood no. 1, in Saranda, an 'Audi' vehicle was found and blocked, which is suspected to have been used by the perpetrators involved in the incident.

Where the police are now convinced that 66-year-old Rexhep Ismaili was not the real cause of the event that led to his murder.

But a conflict that Viktor Ruçi, his friend at the table that night, had with Konstandin Vogli, over a property in the coastal area.

Vogli then called a group of young people to resolve the conflict in their own way, at the bar located at the intersection of the Saranda-Himarë road.

This was because they had information that 50-year-old Tori Ruçi, alias Viktor Ruçi, originally from Tepelena and a resident of the village of Gjashtë, Saranda, was there.

Konstandin Vogli initially told police officers that he and Viktor Ruçi had owned a beach bar.

But after his imprisonment, Konstandin Vogli said that Viktor Ruçi had put his brother out of business. That's why he had asked for clarification. But according to Vogli, instead of explanations, Viktor had cursed him.

I have had an old conflict with Viktor Ruçi, because a year ago he wanted to build a bar next to mine in Krorez.

A few months ago, Viktor Ruçi wrote to me on Facebook and asked to meet me.

On May 7, 2026, at around 8:00 PM, when I returned to my black Toyota, I saw Viktor inside the car. He had removed the car key and told me to take the key and move upstairs, while keeping his hand in his pocket.

There I became irritated, while Viktor got out of the car. Then I called my brother Margarit Vogli, to whom I told him that I had been threatened by Viktor Ruçi.

Immediately after this threat from Viktor Ruçi, Konstandin Vogli confessed to the investigative group that he informed all his friends.

This was intended to teach Viktor a good lesson.

One of the people he contacted was Lulzim Tabaku, now wanted for the murder of Rexhep Ismail.

Tabaku, who, according to Vogli, immediately agreed to be part of the punitive expedition against Viktor Ruçi.

Immediately after I informed my brother Margarit about the threat I received from Viktor Ruçi, I left in the direction of the village of Nivicë, awhere I met with Lulzim Tabaku, whom I have been friends with for 15 years and told him about the situation. Where I told him to go and beat Viktor, which he accepted. Then I went to the village of Shën Vasil to pick up my brother Margarit. During this moment I was in a 'Porsche' type vehicle. Where before going to Qafë Gjashtë we met with Lulzim Tabaku and his friends.

Konstandin Vogli further explained how they clashed in the bar owned by Rexhep Ismail, where, according to plan, they found their target, Viktor Ruçi.

Who was at a table with the Ismaili brothers and two other people close to them.

A conflict that initially began between strongmen shooting with random objects, but which later gave way to firearms.

I don't remember the names and license plates of the vehicles we drove to the Ismaili brothers' gas station. The first to enter the gas station were Margariti and I, where we saw Viktor Ruçi on the porch, to whom we said: 'come here, you gangster'. Meanwhile, I had a pickaxe in my hand. Viktor got up and came towards me, hitting me with a chair, which hit me in the forehead. Then Viktor dodged and went inside the bar.

In the chaos that had ensued, Konstandin Vogli said he could hear someone screaming.

There he says he saw Rexhep Ismail with a Kalashnikov in his hand.

As well as his group that ran away to escape the bullets.

"While Rexhep Ismaili, his brothers and other people were hitting me with chairs, crowbars and other objects, in the middle of the fight I heard a shout that said: 'I'm taking out the Kalashnikov.' "After that, I saw Rexhepi coming out with a gun in his hand, and I ran away, hiding under the tire of my car. While my brother, Lulzim Tabaku and the others ran away," says Kostandin Vogli.

But while he thought he was saved for the moment, Konstandin Vogli confessed that at this very moment, while he was hiding next to his car, he saw a person approaching him with a Kalashnikov in his hand.

A person who, according to him, even though he begged him not to kill him, shot him in the leg, leaving him wounded.

"While I saw the flame of Rexhepi's machine gun shooting towards us, I hid under the car tire and when I got up I saw a person lying on the ground on the porch. I thought it was my brother. I got in the car and tried to start it, but it wouldn't start. When I turned my head from the bar I saw a person heading towards me with a Kalashnikov, which he loaded.

At this moment I got out of the car from the passenger side and headed towards the flowerbed, calling my brother’s name several times but he did not answer me. At this moment the tall person, with a gun in his hand, aged 60, approached me. I begged him not to hit me, while he shot me in the right thigh with a gun and left. As he turned his back, I was dragged towards the car.”

Konstandin Vogli swore before the investigative group that he did not know that his friend, Lulzim Tabaku, had a weapon.

Despite admitting that he was the one who called for help to beat Viktor Ruçi, an event that actually took a different, tragic turn.

"Even though I was wounded in the leg, I gave him the car myself and after 30 meters, my brother waved to me. We went together towards the village of Shën Vasil and in Nivicë, before entering the village, my brother left me in an old apartment and from that moment on we have not met again. My brother took my vehicle and I do not know where it is. Lulzim Tabaku had a gray T-Max motorcycle. I was not aware that Lulzim had a weapon with him," says Kostandin Vogli.

In fact, Viktor Ruçi, the person with whom Konstandin Vogli had an open conflict, was not an unknown name to law enforcement agencies. Since the early 2000s, he has numerous criminal records.

He was released from prison on March 12, 2026, after being arrested on February 19 of this year as a result of a missed sentence of 8 months in prison for 'failure to report a crime' in 2019. Ruçi was released after his sentence had expired. He is also involved in a drug trafficking group, which was busted by the Saranda police in 2018.

While his now-murdered friend Rexhep Ismaili was the owner of the 'Dry Tree' restaurant in Ksamil.

Meanwhile, the police also conducted searches in the homes of the group of young people involved in the conflict that ended with one person killed and one injured on the evening of May 7, at the bar owned by the Ismaili brothers in Qafë Gjashtë. Their parents were unaware of what had happened to the children.

Among the people questioned was Dashnor Alushaj, whose son, Eldjan Alushaj, is known for several serious events that occurred in Saranda and Tirana in recent years.

Dashnor Alushaj, who denied having any knowledge or connection to the incident that occurred in Qafë Gjashtë.

Meanwhile, the son continues to be wanted by the police.

An interesting testimony that proved the open conflict between her son and Viktor Ruçi was that of Konstandin Vogli's mother. While the police went to her apartment to search it and did not find Konstantin, she admitted that there was a conflict between her son and Viktor Ruçi.

"I heard about the incident from the media and I have not communicated with my son Konstantin since yesterday, since he left the apartment. My son and citizen Viktori Ruçi had a conflict over a property in a place called Krorëz, where Viktori Ruçi wanted to build on our land. I am not aware of the conflict because the son has been working in Krorëz for the opening of the season for two days."

It is now clear to the investigative group that the subject of the conflict that occurred on the evening of May 7 at the Ismaili brothers' bar, in Qafë Gjashtë, Saranda, was Viktor Ruçi.

While Konstandin Vogli was the active person in gathering people who arrived in a coordinated manner at the cafe premises with the aim of physically confronting citizen Viktor Ruçi.

From the documents, it appears that the cause of the conflict is related to a claim for real estate, specifically a plot of land in Krorez, which to this moment has not been legally documented by any of the parties involved in the conflict.

So, as can be seen from the conclusions drawn from the investigation, the property for which the conflict arose does not belong to any of the claimants, who then clashed with weapons, causing the loss of one person's life.
