Democratic Party MP Klevis Balliu has denounced what he calls the involvement of police officers in organized crime, referring to a recent SPAK operation. In a statement to the media, Balliu said that according to the investigative file, the former crime boss in Vlora, Rezart Kuçi, collaborated with Inez Hajrulla's criminal group during his time in the police. According to the Democratic MP, Kuçi not only supplied the criminal group with information about rivals, but also exposed the operations of the police and international partners.

Balliu added that the file also documents an order for a quantity of 400 kilograms of cocaine from Latin America to European Union countries. According to him, part of this quantity was trafficked from Spain to Germany in December 2020 and was seized by German authorities.

The MP also mentioned several well-known investigative files such as “Metamorphosis”, “Flame in the Sea”, “Çopjat” and “Çelajt”, emphasizing that according to him they have a common element: the involvement of state officials in organized crime structures. Balliu also stated that billions of dollars gained from drug trafficking are laundered in the construction sector in Albania through construction permits granted by the government of Prime Minister Edi Rama. Finally, he announced that he has submitted a draft law that provides that assets confiscated from organized crime be used directly for the families of fallen officers, for the families of citizens who have lost their lives in clashes between criminal gangs, as well as for young couples.

The SPAK operation, based on the SKY ECC intercepts, brought by Belgian partners, has once again exposed a dramatic reality: the transformation of the state into a narco-state. From an institution that protects citizens and fights crime, the police, in many cases, now documented, has been transformed into the black hand of crime in state affairs.

The latest SPAK file includes a shocking case. Rezart Kuçi collaborated with Inez Hajrulla's criminal group when he served as crime boss in Vlora. He not only supplied the gang with information about rivals, but also exposed the operations of the police and international partners.

This file documents the order for a quantity of 400 kilograms of cocaine from Latin America to European Union countries. A portion was trafficked from Spain to Germany in December 2020 and was seized by German authorities. Files such as “Metamorphosis”, “Flame in the Sea”, “Çopjat”, “Çelajt”, etc., have a common element: state officials as an integral part of organized crime structures.

Those police officers who, during the time of Saimir Tahiri, received a percentage from cannabis parcels, during the time of Sandër Lleshaj and Taulant Balla evolved towards more sophisticated criminality, ordering containers of cocaine from Latin America for the European market.

Oltion Bistri, the police chief with 5 million euros in assets, is a reflection of this progress in criminality and regression of the state. The tons of drugs circulated by Albanian drug traffickers with the help of the criminalized structures of Edi Rama's narco-state are a dramatic reality.

Billions of this traffic are laundered in the construction sector in Albania, with permits granted by Rama. 14 million square meters of construction permits, an unprecedented volume that creates the ideal terrain for laundering enarco- euros, are a fact. It is unacceptable and unjust that the assets created by crime remain simply under the bureaucratic administration of the state. They must be returned to the citizens.

In this context, I have presented a draft law, which provides that assets confiscated from organized crime - apartments, properties and financial assets - be used directly for the families of fallen officers, for the families of citizens who have lost their lives as a result of clashes between criminal gangs, as well as for young couples, who today find it increasingly impossible to secure housing.

The assets of crime should be used to support families who have sacrificed for the country and to create real opportunities for young people to build their lives in Albania.
