SPAK's investigations into the villa in Palasa have also highlighted the connection between investments in this property and the company "Alko Impex General Construction", which had won the tender for the construction of Lot 7 of the Tirana Outer Ring Road.
According to the investigative file, the works on villa 188/1 in the "Green Coast" complex were undertaken by businessman Arbër Abazi, administrator of the company "Alko Impex General Construction". The latter is also the cohabitant of Lorela Reçi, the daughter of Belinda Balluku's aunt.
Prosecutors suspect that the investments made in the villa attributed to Balluk were linked to winning the tender for Lot 7 of the Unaza e Madhe. According to the investigation, Abazi's company undertook significant work on the property in Palasa, including structural interventions and the construction of a swimming pool.
The file states that up until the construction phase, the investment was carried out by Igli Tare, who had purchased the villa for 250 thousand euros. Subsequently, the remaining works were taken over by Arbër Abazi.
SPAK suspects that Belinda Balluku, using her position as Minister of Infrastructure and Energy, has favored certain companies in tender procedures, while in return she has benefited from investments in the villa in Palasa.
Full documentary:
According to a proverb as old as the world itself, laws are said to be created like spider webs, intended to catch small flies, while large wasps can tear through them.
This is a proverb that seems to be more appropriate today in the case of former/deputy prime minister Belinda Balluku, the most powerful person in Albania today. Even more powerful than Prime Minister Rama himself.
The latter, who has brought all his fellow travelers to justice one by one on his long 13-year journey to power, seems to have no intention of doing the same with Balluk.
Which, unlike the others, he has decided to defend to the end with his nails, even turning down the request submitted to the Assembly by SPAK, to lift the immunity of the former number two in the government.
Balluku, who last appeared at the SPAK building on October 28.
Where she learned about the closure of the open investigations against her as well as the 5 charges filed, including corruption, money laundering, concealment of assets and tender abuse.
The former deputy prime minister who must now account for 9 tender procedures for infrastructure projects and public works.
A list where the most important ones include the Llogara Tunnel, the Tirana Outer Ring Road and the Porto Romano-Durres axis.
It is precisely within this file that former senior officials of the Ministry of Infrastructure and Energy, confidants of Belinda Balluku, well-known businessmen in the country, as well as former national football player Igli Tare, have been named as defendants.
But what connects all these characters to the name of Belinda Balluku?
And how they fell into the net of the law, this is thanks to the traces that the former deputy prime minister had left in the assets that she is suspected of having acquired through corruption.
As in the case of the villa discovered in the 'White Rocks' complex in Dhërmi.
A villa that is thought to have an investment value of 420 thousand euros and was hidden in the name of former national football player, Igli Tare.
Apartment where Balluku has left her signature or that of her family members everywhere in the furnishings found in this villa.
SPAK, which has taken care to manage every detail that would even slightly connect Mrs. Balluku's name to the villa that she has been taking care of all this time, denies it.
Findings that start with the television installed on the wall, on which the 'Netflix' platform is installed.
But to open this platform you have to go through the name Belinda Balluku.
Or her two children, who seem to have frequented the villa often.
As are the paintings on the walls that adorn the villa, which bear the name of the former deputy prime minister's daughter.
Similar compromising evidence was also found in the festive elements used in the villa.
Including those used during Belinda Balluku's son's birthday.
Meanwhile, what further proves the existence of Belinda Balluku is the fact that the electricity bills were paid by her subordinate, Viola Haxhiademi.
The latter is also under investigation by SPAK.
But what is Belinda Balluku's connection with the 'Eurocol' company of businessman Pandeli Carapuli, who, according to SPAK's investigations, is not only the beneficiary of a tender for the reconstruction of the 'Albcontrol' building, at the time when Belinda Balluku was the director of this institution, but also, as the beneficiary of this tender, gave Mrs. Balluku a villa in the Dhërmi area, in the 'White Rocks' complex, in return.
So, as you can see, the first shadows of this corruption affair began in 2014.
The time when Belinda Balluku takes over as general director of 'Albcontrol'.
The period in which she asks the architecture studio 'Atelier 4' to draft a project related to the 'Reconstruction of the Albcontrol technological building'.
A project which, according to Balluk, due to a lack of funds, was asked to be done for free by the architecture studio in question.
A request that Belinda Balluku is currently making to another architectural studio.
Where Evis Berberi now comes into play, who later, with the arrival of Belinda Balluku at the head of the Ministry of Transport, would be rewarded with the position of head of the Albanian Road Authority.
During the search of Berberi's apartment and the examination of his phone, messages and emails were found that implicated not only Balluk, but also her confidants and businessmen.
But what are the findings that have convinced SPAK prosecutors that villa 'F6' in the 'White Rocks' complex in Dhërmi is in the possession of Belinda Balluku?
And the latter was benefited from by the company 'Eurocol' with the administrator, businessman Pandeli Carapuli.
According to SPAK, the first clues were received from one of Belinda Balluku's most loyal subordinates, Viola Haxhiademi, who is currently the Director of the Administrative Department at 'Albcontrol'.
Citizen Viola Haxhiademi, with the position of Director of the Administrative Department at 'Albcontrol', communicates with her sister, citizen Dorela Haxhiademi, whom she informs that citizen Belinda Balluku has a residential unit in the 'White Rocks' complex.
In one of these emails, Viola Haxhiademi writes to her sister:
'Honey, I'm sending you photos of Bela so you can understand what stage the house is in. I've also sent you the project plan so you can see what it's about.
"Bela has 'F5' while we have 'F6'. If you look at the picture I took closer to the villas, I also drew where the swimming pool will be," the investigative file states.
For the villa "F6", it turns out that the order contract was concluded on December 5, 2018, between citizen Igli Tare, in the capacity of the orderer, and the company 'Eurocol' sh.pk,
The full price of this villa is 145,000 euros.
From what SPAK has discovered regarding the 'F6' villa, Igli Tare has only paid 70,000 euros, while the rest has remained unpaid.
Upon completion of the works in 2019, Belinda Balluku and her family members appear to have been frequent visitors to the villa in the 'White Rocks' complex.
Which, as we said, is confirmed by SPAK and by the findings within the villas.
Where in the excavations carried out by judicial police officers, traces of the family of former Deputy Prime Minister Belinda Balluku appear everywhere.
Findings that were also discovered during the search conducted in this villa on April 27, 2026, in some of the household and electronic furniture.
"During the inspection of the villa, the following were specifically found: Paintings, which were placed on the walls of the villa, bearing the initials of the daughter of citizen Belinda Balluku;
Decorations for birthday parties, on behalf of the son of citizen Belinda Balluku;
On the television in the living room of the villa, 'Netflix' was found to be open with the account email '[email protected]’,
"where the names of citizen Belinda Balluku and her children are found as users," the file states.
But also during the search of the villa, SPAK officers found a 'Rent Contract' there, which had not been signed before a notary, on which the date May 25, 2022 was noted.
This contract was concluded between citizen lgli Tare, in the capacity of landlord, and citizen Joana Bushi, in the capacity of tenant, for villa 'F6', in the 'White Rocks' complex.
Joana Bushi turns out to be one of Belinda Balluku's most trusted people.
This contract stated that the lease term would begin on June 1, 2022 and end on June 01, 2024, and that it would be automatically renewed for a period of 2 years from the expiration date.
Where the rent would be 450 euros per month and according to which the payment would be made on an annual basis.
The payment will now be 600 euros per month.
A contract for which Joana Bushi had also made a bank deposit to the account of Mr. Tare in the amount of 5,400 euros.
But the investigation revealed that this lease contract was fictitious, and was made to lose track of the real owner of this property, who according to SPAK turns out to be citizen Belinda Balluku.
"To hide her possession of the villa, citizen Belinda Balluku used her subordinate, citizen Joana Bushi, by carrying out a fictitious act of entering into a rental contract with the other person used as the client of this villa, citizen Igli Tare.
The actions performed by citizen Igli Tare for the order contract, as well as the partial payment formalized for this contract, were made on behalf of citizen Belinda Balluku.
"This wealth results from having been created as an irregular benefit given by citizen Pandeli Carapuli, administrator of the company 'Eurocol' sh.pk, to citizen Belinda Balluku," the file states.
But as can be seen below, Belinda Balluku has created a WhatsApp group called 'Dhermi' for her entourage at 'Albcontrol', people who faithfully carried out the tasks assigned to them.
According to the location of the villa in the 'White Rocks' complex in Dhërmi.
Whats app group that also includes Viola Haxhiademi, who is a subordinate of Ms. Balluku at 'Albcontrol'.
"From the administered acts, it results that the residential units in the 'White Rocks' complex have begun to be handed over to persons interested in housing in June 2019.
Since the moment of taking delivery of the villa, it appears to have been used regularly by citizen Belinda Balluku.
From the examination of the expert report of the 'Blackberry' mobile phone, seized from citizen Viola Haxhiademi, it results that on June 21, 2019, in the 'WhatsApp' application, citizen Belinda Balluku, who used the mobile number '06960*****', created the group titled 'Dhermi'.
This group includes citizens Belinda Balluku, Viola Haxhiademi, Matilda Kërçaku, Maksim Ethemaj and Alketa Pano. This was in order for this group to coordinate with each other while they were in the villa.
Meanwhile, the name of Joana Bushi, who fictitiously entered into a rental contract with citizen Ilgi Tare, for villa 'F6', is missing from this group.
"A villa which de facto turns out to belong to citizen Belinda Balluku," the file states.
The demands of the client with a special status were such that they had put even the best architecture studio in Albania in difficulty.
As much as they were willing to fulfill her every vanity, it was enough for her to be satisfied.
And when it comes to the pleasure of not being deprived of anything, the luxury of the most luxurious villas, which only the richest businessmen in the world could afford, could be had.
Although seemingly a discreet client, kept strictly confidential, it seems that some details can betray even the most experienced in such matters.
Just as it seems to be happening to the mystery client.
Despite working hard to ensure that her name was not associated with the villas in Palasa, after the first villa, another one, where over 800 thousand euros were invested, has been discovered in this coveted part of the southern riviera in Albania.
This villa, discovered and then seized by SPAK by decision of the GJKKO, at the beginning of September of this year, is the one with number 188/1.
This particular villa, located in the 'Green Coast' resort in Palasa, was, according to SPAK's findings, initially purchased by the famous former striker of the Albanian National Team, and until recently, the Sports Director of Milan, Igli Tare.
But then, surprisingly, this villa passed into other hands, who made sure that hundreds of thousands of euros were invested there.
And to come out in the final act with the real name of the special client with special requests for the taste of a villa.
Which exceeded the investment made several times over, compared to the purchase price.
The special client, as we said, turned out to be Belinda Balluku.
While SPAK has brought her name to the Assembly to request the lifting of immunity and bringing her to justice, Prime Minister Rama continues to hold this request hostage.
Meanwhile, Ms. Balluku, despite the fact that SPAK has raised serious corruption charges against her as a former Prime Minister and former Minister of Transport related to inequality in tenders, specifically in lots 4, 5, 6 and 7 of the Tirana Ring Road, as well as the dizzying affair of the Llogara Tunnel, continues to walk freely through the streets of Tirana.
And not only that, but to appear in the Assembly on the evening of October 8, to offer its proposal for the merger of 15 municipalities.
Even to the point of cynically challenging the protesters themselves, who shout her name and her thieving in chorus.
Files that day by day are highlighting the masochism of Mrs. Balluku and the Rama government.
Balluku, against whom there is also an open investigation for corruption and money laundering, related to two tenders worth over 1 million euros during the time she was the General Director of 'Albcontrol'.
Tenders for which SPAK said were awarded in violation of the law to a construction company, from which Ms. Balluku received a bribe of a villa in Dhërmi worth 145 thousand euros, which has been seized by decision of the GJKKO.
But it seems that he has decided to invest the stolen money in another luxury villa on the south coast and in extravagant tastes to satisfy their desires.
As was in fact the latest discovery by SPAK, of another villa that allegedly belongs to Mr. Balluku.
A family villa with an area of 478 m2, located in the 'Green Coast' complex, in Palasa, one of the most coveted and luxurious areas of the Albanian Riviera, for which a preventive seizure has already been imposed by the GJKKO.
The villa, which, as we said, according to SPAK's investigations, turned out to have been originally purchased by the famous former striker of the Albanian National Team, Igli Tare.
But what is the connection between former Deputy Prime Minister Belinda Balluku and the villa discovered in the 'Green Coast' complex in Palasa and why SPAK prosecutors are convinced that this villa registered in the name of Igli Tare is actually Mrs. Balluku's, who has hidden it under his name.
Everything seems to take place in 2022 and was discovered through email communications initially between citizen Lorela Reçi, who is the daughter of Ms. Balluku's aunt, and the villa's designers.
Reçi turns out to be the cohabitant of citizen Arbër Abazi, who is also the administrator of the company 'Alko Impex General Construction'.
Here, Igli Tare's connection to the villa in Palasa is further revealed, along with suspicions that his name simply served as a cover to cover up the fact that the villa actually belonged to Mrs. Balluku.
The relationship between Igli Tare and Belinda Balluku appears to initially date back to 2019.
The time when the company founded by Igli Tare first receives a construction permit in Tirana, signed by Minister Balluku.
Since then, she was Minister of Infrastructure and Transport, and had her influence in the National Territorial Council.
"It turns out that citizen Igli Tare registered the company 'AgroRoma 2019' sh.pk on January 25, 2019, from where he owns 100% of the shares of this company.
'AgroRoma 2019′ sh.pk, together with the company 'EB Construction' sh.pk, by decision of the National Territorial Council no. 07, dated June 10, 2021, have received the construction permit 'Building with complex functions, service, hotel and residential', located near Zogu i Zi, in the Municipality of Tirana.
"The above decision of the National Territorial Council, among others, was also signed by citizen Belinda Balluku, in the capacity of Minister of Infrastructure and Energy (Line Minister)," the investigative file states.
But of course, the discovery of this connection does not make Mrs. Balluku and Mr. Tare guilty.
Because up to this point, everything seems to be going well. But as we look further into the investigations conducted by SPAK, the connection between Ms. Balluku and Igli Tara slowly begins to be revealed.
Tare, who turns out to own two villas in the 'Green Coast' complex, in Palasa.
From which it emerges that the family villa with no. 188/1, despite being registered in the name of Mr. Tare, is suspected to actually belong to Belinda Balluku.
Initially, according to SPAK's findings, the price paid for this villa appears to have been 250 thousand euros.
This was paid in two installments.
Where it is agreed that the contractor will hand over the facility to the purchasing party, in this case Mr. Tare, after the facility has been approved.
Sales contract which was formalized on September 12, 2020, between the selling party, in this case 'Green Coast' shpk and the purchasing party, the citizen, Igli Tare.
It is precisely here that traces of Mrs. Balluku's presence in this villa seem to begin and are revealed.
This is because from the documentation discovered by SPAK, it appears that the villa with no. 188/1 in Palasa, in the 'Green Coast' complex, initially until this moment when the carbine is being built, was invested by Igli Tare, then the works were taken over by businessman Arbër Abazi. The son of the former socialist MP, Sadri Abazi.
Arbër Abazi, who also turns out to be in a cohabitation with citizen Lorela Reçi, the daughter of Belinda Balluku's aunt.
"From the seized documentation regarding the construction of the property 'Family Villa 2F no. 188/1, Nukli 27', in the 'Green Coast' complex, in Palasa, it is proven that this construction is in the possession of citizen Belinda Balluku.
Specifically, up until the carbine phase, the facility was invested by citizen Igli Tare.
Subsequently, the other works of this villa were undertaken and carried out by citizen Arbër Abazi, owner of one of the constituent companies of the economic union that won the procurement 'Construction of the Tirana Outer Ring Road, Lot 7', the company 'Alko Impex General Construction'", the investigative file states.
But what seems to initially implicate Mrs. Balluku in this villa is the presence of Lorela Reçi.
The latter, as we said, is the cohabitant of businessman Arbër Abazi, who has undertaken to continue investing in the villa, but is also the daughter of Mrs. Balluku's aunt.
Lorela Reçi, who has taken on the responsibility of overseeing every work in villa 188/1, but also the one next to it.
Reçi, who not only communicates with the studios and brigades that are handling the works, but is also the first to be informed about any movement related to investments in the villa.
"In the documentation of the above property practice, there is a document titled 'Form-Declaration of Works', signed by citizen Lorela Reçi (cohabitant of citizen Arbër Abazi, family relation of citizen Belinda Balluku), where she is described as authorized by the investor's office to carry out works on villa no. 188/1," the file states.
It is in this contract that Lorela Reçi undertakes with her firm to carry out various works on the villa, starting from the facade and until its completion.
Even from what can be seen below, Lorela Reçi guarantees that the works will be carried out in a qualitative manner and that the brigades that will handle the works on the villa are experienced in this field, as well as having the necessary human resources to complete the works on the villa within the specified deadline.
Works which, according to the agreed agreement, will have to be completed within 30 days of signing the contract. So, according to the agreement, the works must be completed by May 30, 2022.
Lorela Reçi: 'I assume full responsibility for the guarantee for all works to be carried out by the contractors designated by me, as well as the works already completed in the unit, including civil works.
This document was also signed by citizen A. H, representative of the construction company of villa 188/1.
But besides this document, what stands out is another document.
This time signed between Mr. Igli Tare, the representative of the construction firm, and Ms. Lorela Reçi, the daughter of Ms. Balluku's aunt.
As we said, she is also the cohabitant of businessman Arbër Abazi, who won the tender for lot 7 of the Grand Ring Road.
But the most interesting part that follows is the emails exchanged between the entrepreneurial company 'Green Coast', the employees of the construction company of villa no. 188/1, the employees of the winning company of the tender of the procurement procedure with the object 'Tirana Outer Ring Road Lot 7'. 'Alko Impex General Construction'. as well as the citizen Lorela Reçi that have to do with the changes in the structure of the object, as well as the planning of other construction works of this villa after the completion of the carbine.
The same goes for building a swimming pool.
"From the examination of email communications of employees of the entrepreneurial company 'Green Coast' sh.pk, as well as their further analysis, communications have resulted regarding villa 188/1, between employees of the construction company of villa 188/1, 'Mane TCI' sh.pk, employees of the 'Balffin Construction' group of companies, of which the company 'Mane TCI' sh.pk is a component, employees of the company that won the procurement with the object 'Construction of the Tirana Outer Ring Road, Lot 7', 'Alko Impex General Construction', and citizen Lorela Reçi," the file states.
Although initially there seems to be no agreement between the email exchangers regarding the structural changes to the two villas, namely those 187/2 and villa 188/1, as can be seen in the following emails, the parties agree on these changes.
As is this email dated February 14, 2022, where the representative of the construction company, after receiving the approval of her superiors, informs Lorela Reçi that she can now begin with her work brigades to make interventions in the villa with no. 188/1.
Email:Email dated February 14, 2022, from email address [email protected] to the email address lorela.reç[email protected] where for your information the email address is also provided [email protected].
'Hello Lorela… Following the telephone conversation about the changes and works in villas 187/2 and 188/1, these have been confirmed… As we have communicated, the works in these villas should be completed in April 2022, and it is necessary for you to send a works schedule so that we can coordinate with the facade works that will be carried out by the company.
I would especially appreciate it if you could send within two days:
1. Structural work schedule: demolition of stairs, constructive additions to be carried out by you.. If possible, with your authorization, we will communicate with your architect on technical issues...
Your work groups can start work immediately to take advantage of the time...'
A day later, according to communications discovered by SPAK, Lorela Reçi sends this email to architect R. Xh, who works at the company 'Alko Impex General Construction'.
The architect, who, in continuation of email communications, maintains contact with the representative of the construction company of villa 188/1, notifying her about the works being carried out on the villa's swimming pool as well as the fact that they are still in the excavation phase.
Information that is also served to citizen Lorela Reçi, who is kept informed about the works in both villas, no. 187/2 and no. 188/1
But surprisingly, the wall that the architect is requesting to be demolished and that has also been approved by the construction company, is the one that separates the two villas, 187/2 and 188/1, respectively.
So the one commissioned by Mr. Igli Tare and the adjacent villa.
Where the one who is asking for this change is Lorela Reçi, the daughter of Mrs. Belinda Balluku's aunt.
And at the same time cohabitant of businessman Arbër Abazi, beneficiary of the tender for the construction of Lot 7, of the Outer Ring Road of Tirana.
Where in communications there is also talk about the luxury requirements that a villa of such a standard requires.
As is the jacuzzi, inside.
But from what we can see, the works on both villas appear to have been delayed, exceeding even the deadlines initially set when the contract was signed.
Although the deadline for completion of the works was May 2022.
Works which, from communications, appear to have been postponed until November of this year.
This is apparently also due to the requests that the special client had, a client who until this moment had remained undisclosed.
"On November 16, 2022, from the email address [email protected] An email was sent to the email address of citizen Merita Kushi, where the email address lorela.reç was set for information.[email protected] with content:
'Greetings Merita… On behalf of Lorela, I am sending you a scanned copy of the signed physical submission form… All the best… Rineldi Xhelilaj..
Attached to this email is a material titled 'physical delivery form.pdf'. From the content of this document it results that this document was issued by the company 'Mane TCI', sh.pk, in connection with the 'Green Coast' project in Palasë, regarding the object 'Vila Familjare 2F no.188/l, Nukli 27'", the file states.
The fact that Lorela Reçi, the daughter of Mrs. Balluku's aunt, is dealing with both villas, 187/2 and 188/1, is also proven by email communications between employees of the villa construction company, some of whom initially appear surprised.
But then they learn that the villa no longer belongs to the client, but Lorela Reçi has received authorization to carry out investments...
"Email dated November 17, 2022, from the email address of citizen Hendi Kono for the attention of citizen Merita Kushi.
"Hi... Lorela Reçi has 187/2, not 188/1... Is it a typo?
Citizen Merita Kushi responded to this email, dated November 17, 2022, stating 'Authorized'.
While citizen Hendi Kono replied: 'I withdraw,'" the file states.
The fact that Lorela Reçi has taken delivery or has authorization to carry out works or investments in the villa with no. 188/1 is also confirmed in another email.
One of the email senders even calls the case very specific, that is, an exceptional case, which should not be asked about further.
Email dated February 8, 2022: 'It appears that one of the 188 has been delivered to another customer other than the one who ordered it... On what basis and confirmation?... Thank you'.
This email was responded to by citizen FB: 'Hello Shpëtim…188/1 was received by the client Lorela Reçi. According to the information we have, it was received with authorization on behalf of the customer according to the contract (I. Tare). It is a somewhat specific case in fact, since communication with this client has always been maintained by you.
But here the threads of connection between the architectural studio 'Atelier' 4 begin and emerge, initially with Lorela Reçi.
Studio of brothers Alban and Olsi Eftimi. Alban Eftimi, former general director of Urban Planning at the Municipality of Tirana.
Here, for the first time, the figures spent on the villa are revealed, figures which increase from time to time based on the special requests that the special client has.
Investigative File: From email communications between employees of 'Atelier 4' sh.pk, and employees of the company 'Alko Impex General Construction', winner of the procurement procedure with the object 'Construction of the Tirana Outer Ring Road,'
Lot 7', in relation to the estimate for the value of the works, it appears that the works items are in two variants, where the total value of the works for the first variant is marked 288,616 euros, while the second variant is marked 410,526 euros.
The jacuzzi that according to email communications would be located between villas no. 187 and 188/1.
Meanwhile, after verifications conducted by SPAK, based on exchanged emails, it turned out that the pool had been ordered from the company 'SuperPoolKimya', with administrator Mirand Seferi.
Here, for the first time, the name of Belinda Balluku is written in black and white.
Note left by Arbër Abazi, who is overseeing the investment in villa no. 188/1 in Palasa.
In relation to the works carried out for the construction of the swimming pool, from the inspection carried out at the company 'Superpool Kimya', owned by citizen Mirand Seferi, specifically in the company's IT system, in folder no. 1, named 'Finance', as well as in the subfolder 'Finance Documents', several files in 'Excel' format were found, including two tables containing data with client names.
These two tables, among other things, contain data on citizen Belinda Balluku.
Specifically, in the 'Client' column, it is listed as 'Arbër Abazi Swimming Pool (Dhërmi) + Belinda', quantity 2, with phase 1, with the agreed value to be paid of 25,000 euros. With a paid value of 10,000 euros and a liability of 15,000 euros.
It was precisely from the further investigation conducted by SPAK that it resulted that the above works were carried out by 'Superbeton Construction' sh.pk, a company owned by the wife of citizen Mirand Seferi, while the invoice was issued to the company 'Alko Impex Construction', owned by Arbër Abazi.
Where also from the examination of the fiscalization system it resulted that two invoices were issued by the company 'Superbeton Construction' sh.pk, to the company 'Alko Impex Construction', with a total value of 25,000 euros.
Respectively invoice no. 103, dated April 26, 2022, in the amount of 15,000 euros, with the description 'Laying of pipelines, phase 1, as well as invoice dated June 20, 2022, in the amount of 10,000 euros, with the description 'Prepaid'
From what is understood in the further communications carried out between the architecture studio 'Atelier 4' shpk and the employees of a company that would deal with the ventilation system, everything had to be perfect.
The investigation shows that the above works were carried out by the company 'Billi AL' sh.pk, and 'Alko Impex General Construction' was invoiced.
From the examination of the fiscalization system, it results that the company 'Billi Al' sh.pk, issued invoice no. 122, dated July 19, 2022, to 'Alko Impex General Construction', with a total value of 15,122,42 euros, with the description 'Situation attached to the invoice'
It is precisely here that Mrs. Balluku's name surfaces, as the client who had not appeared until this moment.
Alban Efthimi, who sends Mrs. Balluku a rendering of how he envisioned her villa, where the flavors are those of the Roçabello hotel in Santorini.
"Through emails exchanged between employees of the design company 'Atelier 4' with citizen Belinda Balluku and employees of the construction company 'Mane TCI sh.pk' regarding the adaptation of the villa according to the requests of citizen Belinda Balluku. presented in these communications as the 'client' of this villa.
On September 14, 2020, Alban Eftimi sends an email from his email address to the email address of citizen Belinda Balluku, titled 'Plane Rev 01', with the following content:
'I'm sending you a review. We have the idea that even if you rent it out, users can feel 'spoiled' just like in a hotel. The stairs between the 2 buildings have creeping greenery on the 2 side walls.
On one side of the pool, there is a staircase leading down and a dining table at the same level as the water to enjoy the max infinity pool. The pool on the edge facing the sea also has a plan to place glasses and some plates.
The treadmill can also be moved near the pool if a long session with a panoramic view of the sea is planned.
The building's terrace is mainly covered with teak, with greenery for freshness and view blocking, and a dining table & barbecue.
On the 2 side wings of the houses, the entrance level and the suites, 2 hot tubs have been built (see Roccabella hotel in Santorini).
We will still work on the suites with variants.
The kitchen and wardrobe partitions in the master bedroom are accordion-style.
A good portion of the areas around the pools are covered in teak for a slightly warmer, yacht-like feel.
"See it as an alternative when we finish the renderings and if it doesn't work, we'll go back to the blue marbles," the file states.
So from what is understood, in the communications between Alban Eftimi of the 'Atelier 4' studio and Mrs. Balluku, the idea of the twin villas dates back 2 years before they were built and invested in.
Something that is also implied by an email dated September 18, 2020, which contains a document titled 'Twin Villas 188 _ Palasë pdf'.
Where on the other sheets there are floor plans and projects of the surfaces of the two villas.
What is noticeable is the fact that the preoccupation is maximum.
This is because the client considers the precise implementation of the project very important.
"'Also during implementation, we would like to be notified in time of any difficulties you may have in implementation, so that we can propose our solutions to you. The investor considers the precise implementation of the project very important. All the best. Alban Efthimi," one of the emails reads.
Regarding the precise implementation of the project, the exchanged emails imply that Olsi Efthimi also had a meeting with the client. However, after research conducted by SPAK, it turns out that it was not Igli Tare. Since Tare was not in Albania on the day of the meeting.
These are the facts that, according to the prosecution, create the conviction that Ms. Balluku, using her position as Minister of Infrastructure and Energy, has favored various companies in road tenders. Such as 'Alko Impex Construction' with administrator Arbër Abazi.
Who, after being awarded the tender for lot 7 of the Tirana Outer Ring Road, received as a reward the investments in her villa no. 188/1 in the 'Green Coast' complex in Palasa.
A villa that he initially hid in the name of Igli Tare, who invested 250 thousand euros.
Investment carried out up to the carbine stage and then taken over and continued by citizen Arbër Abazi.
Other works on the villa and its swimming pool, which according to the estimate of the works undertaken by citizen Arbër Abazi, the value of this investment ranges from 288,616 to 410,526 euros.
As we said, to hide this wealth created as a product of the criminal act of corruption,
Belinda Balluku used Igli Tare, performing further fictitious actions regarding the creation of ownership documentation, with the aim of registering this property in the name of citizen Igli Tare.
"Following the investigation, it appears from the administered acts that citizen Belinda Balluku
"has indirect ownership of the property registered in the name of the person under investigation, Igli Tare, the object 'Family Villa 2F no.188/l, Nukli 27', in the 'Green Coast' complex, Palasë. Balluku who is fiercely protected by Prime Minister Rama, unlike other party comrades who are today behind bars, or have served sentences for similar corrupt affairs," the SPAK investigation file states.
