The debate on territorial reform has been accompanied by strong clashes in the Laws Committee, following the news of the 'house arrest' measure issued by SPAK for the head of the State Intelligence Service, Vlora Hyseni. The latter was also suspended from duty. DP MP Oerd Bylykbashi requested that the Parliament convene to discuss the situation created after the arrest of the head of SHISH. According to him, this is a development that directly affects national security and requires an institutional reaction from Parliament.
“Parliament should convene after the arrest of the head of SHISH,” declared Bylykbashi, describing the situation as extremely serious. He continued with his criticism of state institutions, saying that “all the cells of the state have been infected” and that “the state is corrupt.” From the majority, the head of the committee, Ulsi Manja, demanded that the Committee continue with the agenda and review the draft law on territorial reform.
“We must proceed with the agenda. The draft law is important,” said Manja, while emphasizing that SPAK’s actions are part of the functioning of institutions in a democratic state. DP MP Saimir Korreshi also opposed the normal continuation of the meeting, raising questions about the priorities of the institutions in a situation that he linked to national security. “Does this country have priorities when national security is at stake?”, asked Korreshi. He also addressed the majority with the question of whether they knew about the whereabouts of President Bajram Begaj, saying: “Bajram Begaj, do you know where he is?”. Korreshi also criticized the way in which the territorial reform was being handled, claiming that the decision on it had been made earlier and that the discussion in the Commission was unnecessary.
"You have decided on the territorial issue, you are bringing it here in vain," he said. Returning to the arrest of the head of SHISH, Korreshi described the situation as an extremely serious development. "The arrest of the head of SHISH, the state has fallen today, do you know that or not?", the deputy said during the debate. The meeting of the Laws Committee continued amidst political clashes, while the agenda included the presentation and review of the draft law on territorial reform.
