The motivation given by the Minister of Health, Evis Sala, for her resignation constitutes a public scandal. At best, leaving to engage in academic research is an insult to the Albanian people. The government of a country is not a vacation spot where you go to try it out for a year and, if you don't like it, say you're leaving to do something else in life. Who is this honorable lady mocking?
In the worst case, her departure with a false motivation could one day constitute a criminal offense of failure to report to the justice system of the country that paid her for a year, regarding sinister plans to the detriment of public funds, of which she may be aware. Not accepting these plans is in her honor. But not denouncing them, if they exist and she is aware of them, constitutes a criminal offense of failure to report.

For weeks, the portals have been writing about the ultimatum that Rama had given the minister until September to sign the project of a state-owned company to purchase medicines abroad. So far, at first glance, there is nothing wrong. But the rest of the project is more worrying, especially since Rama has already practiced this scheme in the field of defense purchases. We are dealing with the same model, which from the point of view of the rule of law has clear premises of corruption.

Just as the state-owned company KAYO sh.a. was created in 2024 to manage the military industry (the former factories of Poliçan, Gramsh), the government – if Evis Sala is to be believed – seeks to do the same in healthcare by centralizing the purchase of medicines in a single public “supercompany”. Here too, at first glance, there is nothing wrong. But, immediately after the creation of the state-owned company, another company is created, this time private, where the state-owned company of Albanian taxpayers remains a minority shareholder. And it is precisely this second company, placed in the hands of the private sector, that buys materials abroad without any tender and without any accountability – as is happening today with defense, as risks happening tomorrow with medicines.
Specifically, in the defense sector, Kayo, the state-owned company, immediately after it created another company with businessman Ron Yeffet: TIMAK Defence or MKD. Except that in this new company, the Albanian people represented by their state-owned company KAYO only have… 20% of the shares! While Ron Yeffet's company has 80%! Since in a company the majority partner decides, for purchases made abroad for the Albanian people, or even for production in the country, it is no longer the "people" through Rama's KAYO who decides, but TIMAK, the private one! And the latter decided without any tender to make the purchases from the Israeli defense giant, the highly respected company Elbit Systems Ltd, but which sets the price it wants and not what results from fair competition.

The Albanian people were forced to accept this company and its prices, without any other foreign competition from any other country in Europe or the world. Elbit Systems Ltd has the monopoly for the reopening of the Aviation Academy in Vlora and for the production of drones and artillery systems.

The exact same scheme is also being discussed in healthcare. The national pharmaceutical company that will be created, according to many portals, will establish a private company in partnership with the honorary consul of Albania in Israel, businessman Sani Sanilevich. If the same supposedly state-owned business model – but which in fact is not such – is also implemented in pharmaceuticals, this means that the future joint Albania-Sanilevich company, majority owned by the latter, will buy the drugs wherever it wants and at the price it wants, without being accountable to anyone. This will be a monopoly in the name of Albanians, but the price, as in the case of defense, will be paid by Albanians without any possible competition.

With KAYO, Rama also found an alibi to attack television News24 and the media BalkanWeb and Panorama, evicting them from their offices to give them to the company majority owned by businessman Ron Yeffet. Does Evis Sala know if the upcoming drug buying company will displace any other media?
