Despite debates regarding the procedure, Elsa Toska and Fjona Papajorgji were voted in the Assembly by a majority of votes as members of the Constitutional Court. Out of 115 deputies present, 105 expressed their support for Toska and Papajorgji to fill the vacancies.

Before the vote, Speaker Ruci explained that the Legislative Council considered the procedure followed to be Constitutional, and therefore continued with the voting process.

"For transparency, today we are in a session that we have moved from Thursday to Monday, this to meet the 30-day deadline that obliges the Assembly to express its opinion regarding the candidacies that the KED has submitted to the Assembly."

The deputies have been informed of the President's position, in this regard I address the KED, which has responded to the request with the relevant justifications, and concludes that the first candidate is automatically elected member. Considering that there were political and procedural assessments, I addressed the legislative council, which is the only mechanism that the Assembly has, which gives an opinion on constitutionality. The council has concluded that by looking at the KED proposals, etc., and the procedure that we will vote on, it has reached the conclusion that it is completely constitutional.

The KED list included: Arta Vorpsi, Elsa Toska, Besnik Muci, the latter decreed by the President.

From the list presented by KED, Arta Vorpsi results to have been announced as appointed for the vacant position, after the completion of the 30-day deadline, and in the absence of the exercise of the decree, it has been published in the official gazette. The third candidate was also published in the official gazette, by presidential decree,” said Ruci.

"105 votes in favor, 2 against, 0 abstentions. 2 deputies did not vote. Elsa Toska is declared the winner for member of the Constitutional Court after the vote of the Assembly." - stated the Speaker of Parliament at the end of the voting process.

Meanwhile, the other candidate on the list, Fjona Papajorgji, was voted in with 105 in favor, 3 against, 8 abstentions, while 2 deputies did not participate in the vote.
