The Albanian Academy of Sciences announces the passing of academician Luan Omar, one of the prominent figures of Albanian legal thought, who passed away on October 29, 2026, at the age of 101.

Luan Omari was a founding member of the Albanian Academy of Sciences, as well as its former scientific secretary and vice president. For decades, he made a significant contribution to the development of legal sciences, higher education, and constitutional thought in the country.

Born on June 10, 1925 in Tirana, Omari studied law in Belgrade and Sofia, before dedicating his life to academic activity and scientific research. He served as an associate professor of Public Law, dean of the Faculty of Law at the University of Tirana for almost two decades, and professor of Theory of State and Law and Public Law.

In addition to his university activities, Academician Omari represented Albania in the Venice Commission of the Council of Europe, contributing to debates on democracy and constitutional law. He was the author of dozens of studies and monographs on the history of law, the Albanian legal system and the constitutional development of the country.

After the '90s, he participated in the processes and debates for the drafting of the Constitution of Albania and constitutional legislation, leaving his mark on the formation of entire generations of lawyers and academics.

For his extraordinary contribution, in 2020 he was honored by the President of the Republic with the "Gjergj Kastrioti Skanderbeg" decoration. While in 2016, the Albanian Academy of Sciences awarded him the Academic Career Award.

In its announcement, the Academy of Sciences expressed its condolences to the family, relatives, friends, colleagues and the entire scientific community, appreciating the life and work of a scholar who dedicated decades to the development of science and law in Albania.

**Homage to Academician Luan Omari** will take place on October 30, 2026, at the Academy of Sciences of Albania. At 10:00, the solemn academy will be held in the "Aleks Buda" hall, while homages will be held from 11:00 to 13:00. At 13:00, the farewell speech will be held by the President of the Academy of Sciences, Academician Skënder Gjinushi.

With his passing, Albania loses a prominent personality of science and legal thought, while his work remains an important part of the Albanian academic heritage.
